1. The Revolutionary Government of Zanzibar (RGoZ), via the United Republic of Tanzania (the “Borrower”) has received financing from the World Bank toward the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installation, Testing, Commissioning and Initial Operation of 40 MWh Battery Energy Storage System (BESS) in Mtoni.
Zanzibar Electricity Corporation (ZECO), the Implementing Agency, now invites sealed Bids from eligible Bidders for Design, Supply, Installation, Testing, Commissioning and Initial Operation of 40 MWh Battery Energy Storage System (BESS) in Mtoni, which includes the following: design, supply, installation/construction, testing and commissioning and initial operation of a centralized publicly owned BESS. The BESS is part of the Renewable Energy and Storage Infrastructure component, which includes construction of solar park with 18 MW solar PV plant (which will be tendered separately under WB financing as well). The solar PV plant will pilot utility-scale renewable energy development in Zanzibar, and the BESS will support the grid by providing supply. The BESS will be connected to the ZECO grid at one of the existing and planned 132kV substations. The BESS will provide multiple benefits to the Zanzibar grid, saving the evening peak demand, managing the variability of solar PV, and allowing greater future integration of VRE. The BESS will have two main use cases: (i) help store electricity produced by the solar PV during the day and supply energy to the grid during evening peak period; and (ii) compensate for the fluctuations inherent to solar power generation.
2. The selected site location for BESS will be at Unguja, Mtoni, Zanzibar (within premises of 132 kV Mtoni substation).
3. The Expected duration of the Contract is 12 months, including 36-months initial operation and maintenance support.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) for single stage, Two Envelope, with Rated Criteria, Bidding process, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

6. Please note that the Pre-bid meeting and site visit will be held on 13th February 2025; from 9:30am (EAT). The site visit is a mandatory requirement and the certificate shall be provided to the bidder. The bidder is allowed to request a private site visit however; all the necessary cost associated with the site visit shall be covered by the bidder.

7. Proof of payment and application letter requesting for the purchase of the bidding document must be shared through email: zesta.procs@zeco.co,tz. The bidding document will be shared through email after proving that payment has been made for the purchase of the bidding document. The receipt/transferred should be enclosed on the first page of the bid submission envelope.
8. Bids must be delivered to the address below on or before 10:00hrs East African Time (EAT) on 17th March, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address specified in No. 10 below on 17th March, 2025 at 10:00hrs EAT. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.
9. All Bids must be accompanied by “Unconditional Bid Security” (issued by a reputable Commercial bank) in the amount of United States Dollar (USD) 250,000.00.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
