Details

1. The United Republic of Tanzania has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project. Zanzibar Electricity Corporation (ZECO), and the implementing agency, intends to apply part of the proceeds toward payments under the Contracts for “33kV Underground Distribution Network in Stone Town and Adjoining Area, Zanzibar”. 
2. ZECO now invites sealed Bids from eligible Bidders for Procurement of Plant Design, Supply, and Installation (on turnkey basis) of the above-mentioned Contract title, the brief scope and qualifications’ requirement of the same are as mentioned in the table below:
Brief Scope:    

1.1    33kV Underground Distribution Feeders from Mtoni Substation to Stone Town and Adjoining Areas.
1.2    33/0.4 kV Compact Substations in Stone Town and Adjoining Areas.

Time Duration:    Eighteen (18) months. 
Minimum Average Annual Turnover:     USD 11.00 Million (United States Dollar Eleven Million).
(Within the last five years starting 1st January 2020).
Minimum Financial Resources Required:     USD 1.50 Million (United States Dollar One Million and Five Hundred Thousand). (Financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payment).

Other Statutory Requirement:    

Experience of working on at least one (1) power project in UNESCO World Heritage Site.

Notes:    

(a)    The above-mentioned scope is in brief, and for the detailed scope of works, the bidders must refer to Volume – II: Part 2 – Employer’s Requirements (Technical Specifications) for 33kV Overhead Distribution System – of the RFB.
(b)    For the detailed “Evaluation & Qualification Criteria”, the bidders must refer to Volume – I (Part 1 & 3), Section III of the RFB.

3.    Bidding will be conducted through international competitive procurement using Request for Bids (RFB) [Single Stage, Two Envelopes Bidding Process using Rated – Criteria] as specified in The World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 [Procurement in Investment Project Financing for “Goods, Works, Non-Consulting Services and Consulting Services”], and is open to all eligible Bidders as defined in the Procurement Regulations.

4.  Interested eligible Bidders may obtain further information from ZESTA Project Implementation Unit (PIU) through email: zesta.procs@zeco.co.tz; Attention: Mr. Olais L. Laizer - Procurement Specialist, and inspect the bidding document from 08:00 hours to 16:00 hours (East Africa Time) from Monday to Friday, except on public holidays, at the address given below:

5.   The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 250 or Tanzanian Shillings 600,000. The payments can be made to the following accounts:

6.    Proof of payment should be enclosed in the Envelope for Technical – Bid submission.
7.    Bids must be delivered to the address below before 10:00 hours (East Africa Time) on 14th May 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at Unguja Island, Zanzibar on 14th May 2025, 10:00 hours (EAT). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8.    All Bids must be accompanied by a “Bid-Securing Declaration”.
9.    Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
