Assignment Title: Consultancy Services for Development of Modernisation Framework for Department of Home Affairs ICT Systems

The Kingdom of Lesotho has received financing from the World Bank for the Public Sector Foundations for Service Delivery project and intends to use part of these funds for consulting services for the Development of Modernisation Framework for Department of Home Affairs ICT Systems. The overall objective of the assignment is to complete a comprehensive assessment of the Department’s systems and ICT spectrum, document the systems’ current capabilities and constraints throughout their lifecycle in performing the intended goals, identify priority improvements and lay out options and detailed roadmap for the implementation of the improvements. On top of the assessment, the consultant will be expected to specify an open-source mobile digital ID platform, draft necessary procurement documents for the mobile digital ID and also review already drafted RFP documents for Digitilisation of five (5) Ministry services currently being reengineered under another project in which ITU is providing the necessary technical assistance.
The Consultant will be required to complete the assignment in five (5) months. The expected commencement date will be 25 AUGUST 2025.

The Ministry of Finance and Development Planning now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Firm’s Core Expertise and Domain Knowledge must be specialisation in Public Sector ICT Assessments and Modernisation framework development with at least 10 years years relevant experience..Proven Track Record in Large-Scale Projects. Experience with Similar ICT Modernisation Projects. Successful delivery of at least two (2) similar projects in terms of scope, scale, and impact in the past five (5) years.
- Team Composition and Expertise. Qualified Project Team with a multidisciplinary team with experts in ICT strategy, digital transformation, identity management, ICT security, policy development, and public sector management.
- Compliance and Risk Management. Adherence to Relevant Standards, indicating certification and adherence to relevant ICT and data protection standards, including ISO 27001 (information security), GDPR (data protection), or equivalent relevant standards.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with Consultant Qualification, Individual Selection Method as set out in the World Bank Procurement Regulations September 2023.
