The Government of the People's Republic of China has applied for a loan from the International Bank for Reconstruction and Development (IBRD) in US dollars to about US$180 million equivalent toward the cost of the Sichuan Urban Development Project, and it intends to apply the proceeds of this loan to finance parts of the project. The objective of the project is to improve core urban functions by removing identified infrastructure bottlenecks hampering land development, transport and environment in four second-tier cities in SichuanProvince, facilitation rural out-migration; improving rural land acquisition and compensation system for housing development; improving metropolitan management through addressing the problems of urban planning,financial management, land use, competitiveness, creditworthiness, andservice delivery, particularly in the second-tier cities; and providing efficient and financially-sustainable approaches to urban water supply, wastewater treatment, and intro-and intercity transportation. Theworks, goods, related services and consulting services to be procured under this loan are expected to be the following:

 

l         Mianyang: construction of about 45.5 km of access roads and associated bridges, sewers, drainage and landscaping in Pioneer Park Area and Southern Economic Development Area and a part of the second Ring Road of 2.6 kmi n Pioneer Park Area.

l         Suining: development of the Xining District Area of an area of 358 ha for mixed residential, commercial and warehousing uses. and associated link r oad to the city station area.

l         Yibin: construction of two urban roads of 10.4 km to improve access within t he city and improve degraded riverbank environment.

l         Panzhihua: construction of (a) 9.4 km of two urban roads to improve inter district linkage and city center traffic; (b) sewers of 31 km  to be connected existing Bincaogang Wastewater Treatment Plant and new Qinxiangping Wastewater treatment Plant; and (c) a package of riverembankments and city landscape development for environment improvement.

l         Technical Assistance for project management, construction supervision and institutional development and capacity building is intended to help the municipalities: (i) implement efficiently the project and (ii)improve their urban planning and management capacities, including special planning, land management, transport planning, and utility and asset management, through use of management information system (MIS) andge ographical information system(GIS).

 

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrower s, May 2004.

 

Specific procurement notices for contracts to be procured under the World Bank's international competitive bidding (ICB) procedures if any and for large-value consultants' contracts will be announced, as they become available, in Development Business or China Daily. Invitations for Bids for contracts to be procured under NCB procedures will be advertised in the local, national and international press, as appropriate, before the release of bid documents. It is expected that retroactively financed contracts for priority works and other components will be invited shortly under national competitive bidding (NCB) procedures.
