EL TEBBIN THERMAL POWER PLANT

2 X 350 MW GAS/OIL FIRED UNITS

 

PREQUALIFICATION FOR THE MECHANICAL EQUIPMENT AND PIPING INSTALLATION  CONTRACT PACKAGE

This invitation for pre-quantification follows the general procurement notice for this project that appeared in Development Business No. 662 of September 16, 2005 on-line and in DG Market.

 

The Government of Egypt has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of El Tebbin Thermal Power Plant 2 X 350 MW Gas/Oil fired units, and it intends to apply part of the proceeds of this loanto payments under the contract for the Mechanical Equipment and Piping Installation. The Egyptian Electricity Holding Company (EEHC) through its affiliate company, Cairo Electricity Production Company (CEPC) in tends to prequalify contractors and/or firms for:

·        Procurement, delivery, receiving, installing, testing and maintaining the following:

-         Owner's designed miscellaneous mechanical equipment, including but not limited to, centrifugal pumps, compressors, emergency diesel generato rs.

-         Owner’s designed non-critical large bore piping, valves and associated supports.

·        Designing, furnishing, delivery, receiving, installing and testing the following:

-         Fire protection systems, HVAC systems, and hydrogen generation system.

-         Small bore piping, valves and pipe supports for steam, water and air s ystems.

·        Receiving, installing, maintaining and testing Critical piping and their supports, Critical valves and major power plant pumps (Condensate Pumps, Vertical Circulating Water Pumps, Feed Water Pumps) furnished by Owner.

·        Developing and implementing a training program for Owner’s personnel for operation and maintenance of equipment supplied. 

Applicants submitting Bids as a single entity should have satisfactory past experience as contractor, or subcontractor, in at least three (3) power plants at three different locations, two of which are outside the country of origin within the last 10 years.  

Applicants submitting Bids in a joint venture should have satisfactory past expe rience as contractor, or subcontractor as per the following:

·        One partner: three (3) power plants at three different locations, two of which are outside the country of origin within the last 10 years.< /p>

·        Each partner other than the above: two (2) power plants and one industrial project at three different locations within the last 10 years.

The value of Applicant’s performed work for each project shall be at least US$ equivalent 40,000,000. The projects should have been successfully and substantially completed and should be similar to the proposed works.

It is expected that invitations for Pre-qualification will be made on June 27, 2006.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible applicants may obtain further information from Cairo Electricity Production Company (CEPC) and inspect the bidding documents at the address given below from 09:00 a.m. to 03:00 p.m. A complete set of prequalification documents in English language may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee USD 150. Applicants may receive the pre-quantification Document against payment receipt of USD 150 from Suez Canal Bank, Garden City Branch, Cairo, Egypt, Account No. (20117/1).

Applications for prequalification should be submitted in sealed envelope, delivered to the address below on or before   August 8, 2006 at 12:00 noon Cairo Local Time and be clearly marked “Application to Prequalify for [El Tebbin Thermal Power Plant 2 X 350 MW Gas/Oil fired units.
