Procurement of Medical Equipment and Medical Furniture for Independent Family Medicine Group Practices
IFB Number: CR/ICB/A3-G/014-07
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB 2572-642/04 of November 16, 2004.
2. The Republic of Armenia has received a credit from the International Development Association toward the cost of Health System Modernization Project, and it intends to apply part of the proceeds of this credit to payments under theContract for Procurement of Medical Equipment and Medical Furniture for Independent Family Medicine Group Practices.
3. The Health Project Implementation Unit State Agency now invites sealed bids from eligible and qualified bidders for supply of Medical Equipment and Medical Furniture for Independent Family Medicine Group Practices.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Health Project Implementation Unit StateAgency, (e-mail: hpiu@arminco.com) and inspect the Bidding Documents at the address given below from 11:00 AM to 17:00 PM (+004 GMT).
6. Qualifications requirements include: Bidders should demonstrate having financial resources or access to credit line equal to the proposed bid price. Local Bidders should not have the deferred debts to taxinspection and Social Security State Fund. Bidders should have at least 2 successfully completed contracts for supply of similar goods required under this IFB during the years 2005-2007, each in amount not less than his Bid Price. References from beneficiaries onsuccessful completion of contracts are mandatory. Bidders should haveat least 5 years of experience in manufacturing or supplying of similar (by nature and value) goods required under this IFB. A margin of preference for eligible national suppliers shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee in AMD 35,000or in USD 100. The method of payment will be bank transfer. In case of transfer, bank account details are the following:
a) HSBC Bank Armenia 001-141472-004 - for AMD transfer.
b) HSBC Bank Armenia 001-141472-104 - for USD transfer.
The Bidding Documents will besent by airmail for overseas delivery and surface mail or courier forlocal delivery.8. Bids must be delivered to the address below not later than January 23, 2008 at 11:00 hours of local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at January 23, 2008 at 11:00 hours of local time. All bids must be accompanied by a Bid Security of USD 12,000 (twenty thousand US dollars) or an equivalent amount in a freely convertible currency.
