The Federative Republic of Brazil has received the amount of US$ 235 million from theWorld Bank for financing the Health Network Formation and Quality Improvement Project (QualiSUS-Rede), and it intends to apply part of the proceeds in goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Ministry of Health.
The objectives of the Health Network Formation and Quality Improvement Project (QualiSUS-Rede) are:
1 To contribute, in the framework of the Unified Health System (SUS), to improve the quality of health care and its management process through the development of technologies and the support of health care networks organization.
2 To improve the effectiveness of the Unified Health System (SUS) to respond to current sanitary challenges and prevalence of chronic health conditions.
Therefore, the Project intends to bid provision of corporate advisory services as well as hire individual consultants for the development of specific products, preferably with experience in public health.
Notices will bethe subject to Expression of Interest, published in the Official Gazette and on the website of Shopping Portal Net, consulting services sought, among them stand out the following studies:
- Funding and allocation of the resources from the three government levels for developing SUS decentralized services with the purpose of strengthening health care networks;
- Governance models and federative contracting arrangements;
- Integration of tools for planning and management of healthcare to the strengthening of regional planning and implementing health care networks;
- Cost determinants and management in health care networks;
- Management of care in chronic non-communicable conditions with emphasis on primary care and in the perspective of integrality.
In addition to the above studies other systemic interventions are planned and will be defined during the execution of the Project and published by specific warnings.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket.
