The Government of the Hashemite Kingdom of Jordan through the Ministry of Planning and International Cooperation has received a grant from the Global Environmental Facility (GEF) through the World Bank acting as an implementing agency for the GEF. The GEF grant is for the benefit of the Ministry of Energy and Mineral Resources (MEMR) toward the cost of the Promotion of Wind Power Market Project in Jordan. The Government intends to apply part of the proceeds of the grant toward payments for electricity which will be produced an 80-90MW (expandable to 200MW) Wind IPP Project at Fujeij.
The Fujeij site is located on a plateau approximately 150KM south of the capital Amman. The average annual wind speed is estimated at 6.7 m/s at 40m above ground level. The Fujeij site is accessible by public road and the infrastructure is adequate to transport large wind turbine components to the site.
MEMR is seeking a company (or companies) of international standing tofinance, build, own and operate (on a BOO basis) the Fujeij Wind IPP Project, including all support facilities (the Project). The Project shall provide electricity to the National Electric Power Company (NEPCO) for a period of 20 years.
The development, design, procurement of equipment, construction and operation and maintenance of the wind farm up to the high voltage 132kV bushing of the step-up transformers at the connection site will be the responsibility of the successful bidder (Sponsor). The Sponsor will also be responsible for providing and installing the necessary medium voltage circuit breakers with their controls and the necessary step-up transformers to interface the project with the 132 kV electrical networks at the terminals of the wind farm. The SCADA system, metering and protection system, communication system, necessary RTUs and any other requirements for the proper operation of the wind farm should also be provided bythe Sponsor. It is expected that invitations to bid will be made in June 2009.
Prequalification will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to all eligible bidders as defined inthe guidelines.
Interested eligible bidders may obtain the prequalification documentsin English on the submission of a written application to the address or email below. The document will be sent by a secure electronic file delivery system.
Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 12:00 on 15 th June 2009. MEMR reserves the right to accept or reject late applications.
