CONSTRUCTION OF CONTAINER YARD PAVEMENT (PART B) AT THE FREE PORT OF MONROVIA

INTERNATIONAL COMPETITIVE BIDDING
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business; issue no 2326166 of August 17, 2008
2. The Government of Liberia has received a grant from the International Development Association (IDA) toward the cost of the Emergency Infrastructure Project and it intends to apply part of the proceeds of this grant to payments under the Contract for the Construction of Container Yard Pavement (Part B) - at the Free Port of Monrovia, ICB No.: SIU-MPW/EIP/CCYP/001/09
3. The Special Implementation Unit (SIU) of the Ministry of Public Works in conjunction with the National Port Authority of Liberia (NPA) now invite sealed bids from eligible and qualified bidders for the Pavement of the container yard, the construction of a passage road between warehouses and a connection road in the Port of Monrovia.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006), and is open to bidders from all countries as defined in the bidding documents.
5. Interested, invited and eligible bidders may obtain further information from and inspect the bidding documents at the Ministry of Public Works in the offices of the Special Implementation Unit (SIU) at the address below from 09:00 # 17:00 hours each working day.
6. Qualification Information Include:
(a) At least 2 (two) works of a similar nature and complexity performed as a prime contractor over the last five (5) years;
(b) Annual amount of construction works performed during the last five years of US$500,000.00;
(c) The minimum amount of liquid assets and /or credit facilities net ofother contractual commitment of the successful Bidder shall be US$500,000.00.
A margin of preference for eligible national contractors/joint venture shall not be applied.
7. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100.00. The Method of payment will be by bank draft (enclosed with the application) drawn up by one bank on another bank in the name of the SIU or payment into EIP Account 10310026012012 ECOBANK LIBERIA LTD. Swift Code; ECOCLRLM and passing on copies of the scanned copy of the transfer advice to the following email address i.e. (i) pawon.boayue@mpw.gov.lr (ii) vlarryr@yahoo.com. The document can be collected from the address below or sent by courier or airmail at an extra cost of US$75.00.
8. Bids must be delivered to the address below at or before October 8, 2009 at 1600 hours. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at October 8, 2009 at 1600 hours.
9 All bids shall be accompanied by a Bid Security of USD 50,000.
