1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 679 of 16 May 2006.
2. The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Electricity Access Expansion Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of Compact Fluorescent lamps (CFL), tender no. EAREPI 5 Lot 1 & 2.
3. The Ethiopian Electric Power Corporation (EEPCO) now invites sealed bids from eligible and qualified bidders for the procurement of CFLs under two lots.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. The bidder shall meet the following experience and financial capability;
i. The Bidder has successfully completed at least 3 contracts of similar value of electrical goods in the past five years.
ii. An average annual turnover for the past five year's equivalent to twotimes the bid price offered for the lot.

6. Interested eligible bidders may obtain further information from Ethiopian Electric Power Corporation, Demand Side Management Project Office, Mexico Square, First floor, Tel. +251-115-50 21 99 , Fax. + 251-115- 52 36 29, Email sem_earep1@yahoo.com and inspect the bidding documents starting from 26 April, 2010 at 08:00 AM to 05:00 PM.
7. A margin of preference for eligible domestic manufacturers shall be applied. Additional details are provided in the Bidding Documents.
8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee ETB 400 or in USD30 for the Ethiopian Electric Power Corporation, Distribution Financeand Administration Office, Head office,Degualle square, second floor starting from 26 April, 2010. The method of payment shall be in cash or cashier's cheque.
9. The bidding document may also be sent by airmail or carrier service for overseas bidders upon payment of a non refundable fee ETB 550 or in USD 40 for the Ethiopian Electric Power Corporation. The method of payment shall be in cash or cashier's cheque.
10. Bids must be delivered to the address below at or before 10 June, 2010, 2:00 PM. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person. Bids will be opened at EEPCo Head Office Employee Club, Degualle square on 10 June, 2010 at 2:30 PM. All bids must be accompanied by a Bid Security in Ethiopian Birr (ETB) in thefollowing amounts or equivalent in any freely convertible currency on the exchange rate of Commercial Bank of Ethiopia, 28 days prior to bid closing date:
