GENERAL PROCUREMENT NOTICE

The Government of Egypt has applied for additional financing in the amount of US$ 305 Million equivalent fromthe World Bank,toward the cost of the Giza North, 1500 MW Combined Cycle Power Project, and it intends to apply part of the proceeds to payments for goods, works and related services to be procured under this project.This project will be jointly financed by theEuropean Investment Bank, local banks, and the owner's internal funds through parallel co-financing arrangements for a total amount of US$ 855 Million.

The new activity under the Giza North Power Plant to be financed by the additional loan will include the third module for the Giza North power plant with an installed capacity of 750 MW, consisting of two gas turbines (2x250 MW), one multi-pressure heat recovery steam generatorsand one steam turbine (250 MW) and a natural gas pipeline component that will include approximately 100 Kms of 32" pipeline, accessories (ball valves, plug valves, etc), a metering station and a SCADA system.

Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined inthe guidelines.

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures will be announced, as they become available, in UN Development Business and dgMarket.

The Government of Egypt has requested for loans from the following International Financing Agencies (IFAs): World Bank (WB) in the amount of USD 600 millions, European Investment Bank (EIB) in EURO in the amount equivalent to USD 307 millions, and a loan from the OPEC Fund For International Development in the amount of USD 30 millions towards the cost of Giza North, 1500 MW Combined Cycle Power Project, and it intends to apply the proceeds of these loans to eligible payments for goods and works to be procured under this Project. Bidding for contracts financed by the IFA will be through international competitive bidding and will be governed by the Rules of Procedurefor Procurement of Goods and Works of the IFA including but not limited to the WB' s "Guidelines: Procurement Under IBRD Loans and IDA Credit" and the OPEC Fund for International Development (OFID) "Procurement Guidelines".

The principal objective of the project is to provide environmental friendly energy with a reasonable price for the investment sector (Industrial, agricultural or commercial) as well as the household sector. This objective is in line with the Ministry of Electricity and Energy policy of providing the electrical energy to all consumers in Arab Republic of Egypt. The Project consists of four 250 MW Combustion Turbine Generators, four Heat Recovery Steam Generators, and two 250 MW Steam Turbine Generators and Condensers, complete with all auxiliaries.

The project will include the following goods and works:

  • Supply and Installation of Combustion Turbine Generators .
  • Supply and Installation of GIS Switchyard
  • Supply and Installation of Heat Recovery Steam Generators.
  • Supply and Installation of Steam Turbine Generators and Condensers.
  • Supply and Installation of Water and Waste Water Treatment .
  • Supply and Installation of Electrical Equipment and Instruments .
  • Supply and Installation of Mechanical Equipment and Piping.
  • Supply of Pumps and Drives .
  • Supply of Critical Piping and Valves
  • Supply of Power Transformers
  • Supply of Distributed Control System
  • Civil Works
  • Environmental Monitoring
  • Wrap-up Insurance
  • Supply and Installation of Yard Tanks
  • Supply of Switchgears
  • Consultancy and Project Management Services (Engineering, Procurementand Construction Supervision Services)
