CONSULTANCY SERVICES  FOR DEVELOPING AND IMPLEMENTING BEHAVIOURAL CHANGE INTERVENTIONS AMONG YOUTH IN NYANZA

THE TOTAL WAR AGAINST AIDS (TOWA) CONSULTING SERVICES

 

The Government of Kenya has received financial assistance from the International Development Agency (IDA)  to support the Total War against AIDS (TOWA) project. The project contributes to the partnership against HIV and AIDS in Kenya by supporting the Government's program as articulated in the National HIV and AIDSStrategic plan (KNASP) 2005/06 - 2009/10-2012/13. The Government intends to apply part of the proceeds of this Credit for the development and implementation of Behavioral change interventions among youth in Nyanza.

 

National AIDS Control Council (NACC) seeks to pilot two behavioral interventions and to evaluate their impact on reducing incident infections over the short to medium term. To evaluate efficacy, NACC will conduct these interventions and evaluation in Nyanza Province, the region with the highest reported prevalence (2007,KAIS) and therefore by inference possibly incidence. Developing effective interventions to curb the spread of HIV/AIDS among youth is particularly critical given that this is the group with the highest infections rate in Kenya.

 

NACC will support the piloting of the behavioral interventions through a special call for proposal(cfp),which will be restricted to national organizations that demonstrate capacity for delivering a youth targeted intervention in Nyanza.The cfp will require the following:

1)    That the organization provide two different and non-overlapping typesof behavioral change interventions targeting 15-24 year olds, including those who are not in school

2)    The implementing agency reach, on average,30 percent of the youth in Bondo,Homa Bay and Kisumu West Districts within Nyanza Province.

3)    That the organization is willing to randomize the units (e.g individuals,households,schools or villages) that will receive that intervention and take part in a prospective impact evaluation.

 

The Objective of the implementation of BC interventions is to increase the proportion of youth in Nyanza Province that engage in safer sexual behavior and to decrease the incidence of HIV and STIs among the youth.

National AIDS Control Council invites qualified organizations which fall under the following categories to express their interest in developing and implementing two innovative BC interventions in Nyanza Province.

 

a)    Community Based Organizations ( CBOs)

b)    Faith Based Organizations ( FBOs)

c)    Non Governmental Organizations ( NGOs) both national and international

d)    Private Sector Organizations ( PSOs)

e)    Research Institutions and Universities

The interventions should be provided to youths for a duration of up to six months and must reach at least 30 percent of youth in each of the three selected Districts in Nyanza Province

 

The National AIDS Control Council (the Client) now invites eligible Organizations/Research institutions and Universities to indicate their interest in providing the services. Interested Organizations/Research institutions and Universities must provide information indicating thatthey have the necessary qualifications and capacity to perform the services. The information should include description of similar assignments undertaken and experience in similar conditions, availability of appropriate skills among core staff, availability of logistics, Providea detailed profile of the organization etc. The information should include  experience in implementing BC interventions targeting youth both in and out of school ..

 

A firm will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Published by the association in May 2004 Revised October 2006 &May 1, 2010)
