"Reconstruction of Water supply and drainage systems", UIP-KAM-ICB-02
This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 710 of September 16, 2007.
- Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of Urban Infrastructure Project,and it intends to apply part of the proceeds of this loan to paymentsunder Contract UIP-KAM-ICB-02 for "Reconstruction of Water supply and drainage systems".
- The One-Time Customer Service Utiltiy now invites sealed bids from eligible and qualified bidders for reconstruction of water supply and drainage systems. The construction period is 180 (one hundred and eighty) days.
- Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, as revised through May 2010 Corrigenda, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
- Interested eligible bidders may obtain further information from Communal Enterprise the "One-Time Customer Service Utility", Mr. Mykhailo Vdovychynskyi, Headof Engineering department, tel.: +38 (03849) 5-06-23, fax: +38 (03849) 5-06-23, e-mail: sl_ed_zam_kp@ukr.net and inspect the Bidding Documents at address (1) from 09.00 a.m. till 16.00 p.m.
- Qualifications requirements include:
To qualify for awards of the Contract, bidder shall meet the following minimum qualification criteria:
- the minimum average annual financial amount of construction works over the last 5 (five) years shall be at least US $1 300 000 calculated as total certified payments received for completed or ongoing contracts;
- experience as prime contractor in the construction of at least 2 (two) works of a nature and complexity equivalent to the Works over the last 5 (five) years (to comply with this requirement, works cited shouldbe at least 70 percent complete). In order for a joint venture to qualify, each partner shall completeat least one such contract;
- proposals for the timely acquisition (own, lease, hire, etc) of the following essential equipment:
- four truck-mounted cranes, at least 10t capacity each;
- three bulldozers, at least 59kW capacity each;
- two dumper trucks, at least 4.5t capacity each;
- two platform trucks, at least 5t capacity each;
- one welding machine for welding of PVC pipes;
- three single-bucket excavators, bucket capacity 0.4 to 0.25 m3;
- one motor plain road roller, at least 13t weight;
- one asphalt cooker;
- one motor grader;
- one asphalt spreading machine;
- one hydrodynamic machine;
- one mobile compressor;
- one manual gas-arc welding machine.

Brief CVs and/or employment records shall be provided for each and every proposed staff to confirm compliance with this requirement.
A margin of preference for eligible national contractors/joint ventures shall not be applied.

- A complete set of Bidding Documents in English or Ukrainian language may be purchased by interested bidders on the submission of a written application to address (1) below and upon payment of a non refundable fee of UAH 2400 or in US $300. The method of payment will be banking transfer to account (1) below. The document will be sent via airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from address (1) below.
- Bids must be delivered to address (1) below at or before 12:00 noon local time September 16, 2011. All bids shall be accompanied by a Bid Security of at least 100 000 UAH (one hundred thousand Ukrainian Hryvnia) or an equivalent amount in a freely convertible currency. The rate of exchange to be used by the Bidder in calculating such equivalent amount shall be the selling exchange rate established by the National Bank of Ukraine (9 InstytutskaStreet, Kyiv, Ukraine, tel: +38044 293 59 73, official web-site at http://www.bank.gov.ua) for the date of the Bid Security issue. Electronic bidding will notbe permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address (2) below at 12:00 noon local time September 16, 2011.
