Procurement of

Earthquake Monitoring Backup System for Kandilli Observatory

Loan No: 8033-TU

1. This Invitation for Bids (IFB) follows the Specific Procurement Notice (SPN) for this project that appeared in UNDB online on May 18, 2006.

2. In order to prepare Istanbul for a potential earthquake the Republicof Turkey has received a Loan from the International Bank for Reconstruction and Development toward the cost of the Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) and it intends to apply part of the proceeds of this Loanto payments under the Contract resulting from this IFB: ISMEP-AF-GA2.1

3. IPCU serves as the implementing agency for the Project and now invites sealed bids from eligible Bidders for the Supplyof Earthquake Monitoring Backup System for Kandilli Observatory.The delivery duration of the goods and related services is maximum 180 calendar days.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004 and revisedin October 2006 & May 2010, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

  • The Supplier must show evidence that it will be able to provide continued representation/ legal services in Turkey providing the sufficienttechnical support for the proposed System. The warranty services, including operational support activities, services must be provided locally within Istanbul.
  • During the past five (5) years, the Suppliers must have successfully completed at least one (1) similar contract for the establishment, testing, installation, and technical support of earthquake monitoring system having similar functional/technical characteristics given in the Technical Requirements in Section VI of this Bidding Document. The systems must be finally accepted by the customer, up and running and beingused for at least 12 months.
  • The annual average turnover of the Bidder must exceed USD 1 Million (One million US Dollars) or an equivalent amount in a freely convertible currency during last three (3) years.

5. Interested eligible Bidders may obtain further information from IPCUand inspect the bidding documents at the address given below from 9:00 to 17:00 hours (Turkey time).

6. A complete set of bidding documents in Englishmay be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 200 TL or in 100Euros. The method ofpayment will be direct deposit to bank account numbers are as follows:

The document will be sent by certified mail.

7. Bids must be delivered to the address below at or before November 29,2011 at 14:00 (Turkey time). Bids needto be secured by a Bid Security. The amount of Bid Security required is: TL (Turkish Lira) 30,000 (thirty thousand) or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below on November 29,2011 at 14:00 (Turkey time).
