UTTARAKHAND RURAL WATER SUPPLY AND SANITATION PROJECT (SECTOR PROGRAM) GENERAL PROCUREMENT NOTICE

The Government of India has received a credit from the International Development Association (IDA) in the amount of US$ 120 million equivalent towards the cost of Uttaranchal Rural Water Supply and Sanitation Project (Sector Program), and it intends to apply the proceeds of this credit to payments for goods works, related services and consulting services to be procuredunder this project. The project is being jointly financed by the Government of Uttarakhand, Government of India & International Development Association (IDA). The project includes following components:
Component A: RWSS Sector Development (US$5million) will support the state's sector reform process by establishing and enhancing its institutional capacity to implement, manage, and sustain the state's medium-term sector development program through thefollowing subcomponents: (i) capacity-building and strengthening programs; (ii) information, education, and communication; (iii) sector information system, water quality, and water source discharge monitoring programs; (iv) modernization of public procurement and procurement reforms; and (v) sector studies.
Component B: RWSS Infrastructure Investments (US$197 million) aims to improve service and sustainable access to RWSS services by financing the following investments: (i) new investments in water supply schemes and catchment-area protection works; (ii) community mobilization and development activities; and (iii) sanitation programs.
Component C: RWSS Program Management Support and M&E (US$22 million)will support: (i) operational and administrative costs associated with the implementation of the sector-wide approach basket of the state'smedium-term sector program; and
(ii) Monitoring and evaluation.
Part proceeds of the credit are proposed for hiring suitable consulting firms for Construction Supervision for the Implementation phase activities of Batch-3 Schemes covering all districts of Uttarakhand. Total number of Schemes tobe supervised are about 180 which are 10% randomly selected Schemes of Batch-3 in the State.
The consultants shall work asan extended arm for quality assurance for the Implementing agencies i.e. UJN, UJS and PMU for providing necessary technical support to UserWater Supply and Sanitation Sub Committees (UWSSCs) and as the third party carry out the inspection of construction activities of the schemes in implementation phase in hilly region; and timely intimate implementing agencies for corrective actions.
Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank's Guidelines: procurement under IBRD Loans and IDA Credits, May-2007 and is open to all bidders from eligible source countries as defined in the guidelines. Consulting Services will be selected in accordance with the World Bank's guidelines: Selection and Employment of Consultants by the World Bank Borrowers,-May 2007.
Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for large-value consultant's contractswill be announced, as they become available, in Development Business and newspapers, English edition of "Times of India" and Hindi edition of "Dainik Jagran". Prequalification of suppliers and contractors willbe required for the Independent Third Party Construction Supervision for quality assurance for Batch-3 Water Supply Schemes.
All payments shall be made in Indian currency.
