1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, Issue No. 787, 30 November 2010.
2. The SSGC has applied for World Bank financing toward the cost of Natural Gas Efficiency Project, and it intends to apply part of the proceeds of this loan/credit topayments under the Contract for SSGC/FP/4135.
3. The SSGC now invites sealed bids from ISO certified eligible and qualified bidders, with at least one contract during last 3 (Three) years of similar specifications for 2500 Nos. ULTRA SONIC METERS (CAPACITY : 23 TO 27 & 55 TO 65 CM/HR) (with data retreving cable & software cdsS) delivered CIP, 120 days from date of receipt of Purchase Order to SSGC, F-76, S.I.T.E, Karachi (as per incoterm).
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines (January 2011): Procurement under IBRD Loans and IDA Credits, and is open toall bidders from Eligible Source Countries as defined in the Guidelines.

6. Qualifications requirements include:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): An annual turnover of US$ 3,000,000.00 (US Dollars three million), Income Tax Returns, Bank Statements (indicating annual turnover) and Audited Reports (optional) of last 5 (five) years. The bidder should havefinancial resources/access to a credit line of at least 100% of the quoted bid price for this tender.
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience and technical requirement(s):
The bidder (Manufacturer) shall have experience of successful supply of at least one contract during last 3 (Three) years of similar specifications for 2500 Nos. ULTRA SONIC METERS (CAPACITY : 23 TO 27 & 55 TO 65 CM/HR) and five (05) years sales track record of the offered item with the renowned / multinational oil/gas companies. The detail should include purchase order number, model number and e-mail address of the purchaser. The bidder shall provide documentary evidence to this effect that shall include at least:
- Country of installation
- Customer's name, Contact Person(s) & Number(s)
- Type and specification of system installed
- Quantity of systems installed
SSGC reserves the right to contact the system end user from above reference list
Company Certificate:
· Manufacturer should have at-least ISO 9000 or equivalent certificate for manufacturing.
· In-house Quality Control Program
In case the bid is submitted by an Authorized Agent/ Representative, then it should also include Manufacturer's Authorization on the prescribed format attached with the bidding document.
(a) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement: ( NR )
A margin of preference for certain goods manufactured domestically "shall not" be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased byinterested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee Pak Rs. 1,000.00 only. The method of payment will be cash/demand draft/pay order. The Bidding Documents will be sent by air mail/courier or may be collected in person.
8. Bids must be delivered to the address below at or before 03:00 PM,Friday, February 10, 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 03:30 PM, Friday, February 10, 2012. All bids must be accompanied by a "Bid Security" not less than 2% of the total quoted / bid value.
