1.              This invitation for Bids follows the General Procurement Notice for this Project that  appeared in Development Business of July 2006.

2.         The Government of India has received a loan from the International Bank for Reconstruction and Development towards the cost of Hydrology Project Phase-II and
it intends to apply part of the proceeds of this loan to payments under the ICB Contract no. Supply, Installation, Testing, Commissioning, Training and Maintenance of DWLRs Pressure Type (GW) (1142 nos and 120 nos with telemetry) listed below:

                      DWLR with pressure sensor, data logger ---- 1142 Nos.

                      DWLR with pressure sensor, data logger with telemetry system ----120Nos.

3.         The Director,A.P.Ground Water Department now invites sealed bids from eligible and qualified bidders for Procurement of Goods and Related Services for Implementation of a DWLRs System for various districts  in A.P. State.

 4.        Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as definedin the Guidelines.

5.         Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office of the Director, Ground Water Department, 7^th & 8^th Floors, B.R.K.R.Bhavan, Tank Bund Road, Saifabad, Hyderabad – 500063, Andhra Pradesh, India at the address given below from 10.30 hrs to 17.00 hrs  (IST) on all working day excluding Government holidays from 21.02.2012 to 16.04.2012 .

 6.         Qualification requirements are given in Section III of Bidding documents. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in English may be purchased during 21.02.2012 to 16.04.2012 (excluding Govt. holidays) by interested bidders on the submission of a written application to the address below and upon payment of a non refundable
fee of Indian Rs. 5000/- (Rupees Five Thousand only) by cash/demand draft / Banker's cheque in favour of AAO, Ground Water Department, Hyderabad payable at Hyderabad. The bid documents may besent by Speed Post or courier service if requested so on receipt of the cost of the bid document plus Rs.500 for National or
Rs. 2000 for International destination The Purchaser will not be held responsible for the postal delay, if any, in the delivery of the documents or non-receipt of the same.

8.         Bids must be delivered in the tender box to the address below at or before
1500 hrs (IST) on 17-04-2012 Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 1530 hrs (IST) on 17-04-2012. 
All bids must be accompanied by a Bid Security of Rs. 40,00,000/- (Four Million INR) or its equivalent in a freely convertible currency, in a freely convertible currency by demand draft/Bank cheque in favor of AAO, Ground Water Department, Hyderabad payable at Hyderabad, failing which the tender will be rejected. Bid Security must be delivered at the above office at the date and time indicated above. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received and opened on the next working day atthe same time & venue. 

9.         A pre-bid meeting which will take place in the Conference Hall of Office of the Director, Ground Water Department, 7^th floor, B- Block, BRKR Bhavan, Hyderabad on 12/03/2012 at 11.30 Hours to clarify the issues and to answer questions on any matter that maybe raised at that stage as stated in Clause ITB 7.2 of 'Instructions to Bidders' of the bidding document.
