1.         The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) in various currencies towards the cost of the Additional Financing for Energy Access Project.  It is intended that part of the proceeds of this Credit will be applied to eligible payments under the Contract -C "Rehabilitation and Upgrading of Transmission and Substations"

2.         The Ethiopian Electric Power Corporation (EEPCO) now invites sealed bids from eligible bidders for the construction and completion of Rehabilitation and Upgrading of the protection and communication systems in fifty one (51) substations, most of them in the Addis Ababa area ("the Facilities"). International competitive bidding will be conducted in accordance with the Bank's "Single-Stage" Bidding Procedure. The works shall cover the design, supply, and installation of equipment at site for the rehabilitation and upgrading of telecommunications and grid protection in several substations. More precisely:

Ø  Replacement of obsolete protection relays by digital type relays at twenty five (25) substations:

Ø  Replacement of the existing overhead ground wire by installing an OPGW cable live line (without power interruption) on eleven (11) existingtransmission lines, for a total line length of approximately 322km.

Ø  Replacement of the existing PLC communication equipment with SDH/PDH fiber optic communication equipment at sixteen (16) substations

Ø  Rehabilitation and upgrading of Power Line Carrier equipment at two substations (Dire Dawa I and Dire Dawa III).

Ø  Supply and install 48V DC chargers at twelve (12) substations:

Ø  Supply and install a Network Management System (NMS) for the telecommunication system and miscellaneous items

4.         A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of US$100.00 or ETB 1,750 starting from March 12, 2012.

5.         The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant, Design, Supply and Installation, dated April 2008, revised August 2010.

6.         Bids must be delivered to the office, Ethiopian Electric Power Corporation, Corporate Procurement and Accounting Office, Piasa Square, Addis Ababa on or before 2:00 PM, local time on May 11, 2012 and must be accompanied by a security of USD 300,000.00.

7.         Bids will be opened in the presence of bidders' representatives who choose to attend at 3:00 PM, local time May 11, 2012 at the offices of EEPCO, EEPCO Electric Club, Mexico Square, Addis Ababa.
