The Palestine Monetary Authority (PMA) has received financing from the World Bank toward the cost of building its capacity, and intends to apply part of the proceeds for consultant services for the Implementation of Basel II and related developments. The Objective of the assignment is strengthening the Banking regulations and supervisory tools in line with Basel II and its related developments to be reflected in the Basel II spread sheet applications, regulations, instructions and on-site and off-site supervisory monitoring manuals.  The consultant shall assist the PMA in designing a strategic plan (or roadmap) aiming at the adoption of the Basel II and related developments in Basel III that suite the Palestinian context then to fully implement and reflect the strategic plan in the PMA rules, regulations, supervisory manuals as well as Banks financial spread sheets applications.

 

The scope of work includes but is not limited to: (i) Developing a strategic roadmap towards the full implementation of Basel II and related developments; (ii) Developing Basel II spread sheet applications and related regulationsand instructions manual; (iii) Updating the on-site and off-site monitoring manuals and provide sufficient training.

 

The assignment is expected to commence in August 2012.

 

The PMA now invites eligible consultants (firms) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services(brochures, description of similar assignments, experience in similarconditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

 

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 2006 and May 2010).
