The Palestine Monetary Authority (PMA) has received financing from the World Bank toward the cost of building its capacity, and intends to apply part of the proceeds for consultant services for i) The Establishment of Risk Management Division (Middle Office) andii) Establishment of Monetary Operations Division.
Objectives and Tasks:
A. Strengthen Risk Management Division, a new function at the PMA. The consultant will help in creating guidelines and procedures manuals and assist in developing a training program for building the capacity of staff.
B. Establishing a Monetary (Open Market) Operations Division, a new function at the PMA. The consultant will (i) assist in setting up a Monetary Operations Division (open market operations); (ii) lay down the foundation and infrastructure for the division through creating guidelines and necessaryprocedure(s) manual(s). The consultant will also assist in developinga training program for capacity building.
The assignment is expected to commence in August 2012.
The PMA now invites eligible consultants (firms) to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they have central banking experience and are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, technical and managerial capabilities,client references, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 2006 and May 2010).
