Request for Expression of Interest (REOI)

 

 

1.    The People's Republic of Bangladesh has received financing amounting to about US$ 81.0 million from the International Development Association (IDA) toward the cost of the Higher Education Quality Enhancement Project (HEQE P) being implemented by the University Grants Commission (UGC) of Bangladesh.

 

2.    UGC intends to apply part of the proceeds of this credit to payments under the contract for the Selection and Employment of a Consultant for Designing and Establishment of Higher Education Management Information System (HEMIS). The Web based HEMIS will be a real-time, role-based, conditional access system with each institution entering the data on real-time basis using the web and the data getting stored and updated in designated central servers.

 

3.      The overall scope of the assignment is to carry out system analysis, design and establish  Higher Education Management Information System (HEMIS). The servicesinclude- 

      (i)  Preparing Systems Requirement Specification (SRS):         

(a)Identification of information need. (b) Assessment of Capacity. (c) Assessment of hardware, software and overall requirement for HEMIS data centre. (d) Review of the initial HEMIS design and finalize the design in consultation with HEMIS and ICT unit at University Grants Commission (UGC) and HEMIS Management Committee (HMC).

(ii)    Operationalization  of a Data Centre for HEMIS.

(iii)  Operationalization of a Secured Web-Based HEMIS:

(iv) Maintenance and technical support Support

(v) Training and Capacity Building

 

 

4.    The HEMIS should be designed, developed and implemented within nine months (270 days) from the date of effectiveness of contract, and readyfor user acceptance test.

 

5.    Interested consultants must fulfill the following qualification and experience requirements:

(i)    The consultant should be experienced in designing hardware and software for a web-based information management system.

(ii)   At least 5 years experience (individual contract, non-cumulative) in designing and developing software and hardware for similar activities.

(iii)  At least three such software developed in last 5 years.

(iv) Proven record of financial and institutional soundness of the firm.

(v)  Proven record of maintaining software development professional in theregular payroll of the firm.

 

6.    Interested consultants must be able to make available the following key professionals:

 

Project Manager, System Architect, Data Base Specialist, Software Developers, Testing Engineer and Training Managers.

 

7.    Higher Education Quality Enhancement Project (HEQEP), UGC now inviteseligible consulting firms to submit Expressions of Interest (EOI) forproviding the services. Interested consultants must provide documents(brochures, description of similar assignments, experience in similarconditions, availability of appropriate skills among staff, etc) in support of their experience and qualifications demonstrating that they are fully qualified to perform the services along with the EOI. EOIs will be evaluated on the basis of qualifications and experience mentioned above.

 

8.    Detailed Terms of Reference (ToR) of the assignment and other relateddocuments are available at the web addresses: www.heqep-ugc.gov.bd and www.ugc.gov.bd. Interested consultants may also request additional information fromthe office of the undersigned during office hours on working days up to the day preceding the deadline for submission of EOI.

 

9.    A firm will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2010 revised edition. Applicable method shall be Quality and Cost Based Selection (QCBS).

 

10.  EOIs in sealed envelopes must reach the office of the undersigned on or before 4:00 pm, May 14, 2012 The envelopes must be clearly marked as: "Expressions of Interest for Selection of Consultant for Designing and Establishment of Higher Education Management Information System (HEMIS). EOIs may be submitted directly or sent via post / email at the address of the undersigned. E-mail submission of EOIs should have as their subject line the same text as quoted above, and must be followed by a signed copy of the EOI.

 

11.  The authority reserves the right to accept or reject any or all EOIs.
