IT Equipment for ASYCUDA Development in Roll-out Phase
International Competitive Bidding

1. The Government of Lao People's Democratic Republic has received a grant from the International Development Association (IDA) for the amountequivalent to six millions US Dollar under Grant No. H403-LA to support the Customs and Trade Facilitation Project (CTFP). Therefore, the Lao PDR intends to apply part of the proceeds of this grant for payments under a contract to purchase IT equipment for ASYCUDA (Automated Systems for Customs Data Management) system development.
2. The Customs and Trade Facilitation Project now invites sealed bid from interesting and eligible bidders for supply and delivery of IT equipment. The delivery period is 60 days.

3. Bidding will be conducted through the International Competitive Bidding procedures specified in the Procurement Guidelines of Goods, Works,and non-Consultant Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, October 2006.
4. This Procurement is open to all eligible bidders.
5. Interested eligible bidders may obtain further information from the Customs and Trade Facilitation Project (CTFP) and inspect the Bidding Documents at the address given below during office hours, 08:00 -16:00 hours.
6. A complete set of the Bidding Documents in English Language may be purchased by the interested bidders on the submission of a writing application to the address above from 20 April 2012 and upon payment of non-refundable fee LAK 400,000.00 or in USD 50.00. The method of payment will be in cash or transfer to the following account:

For those who request, the bidding documents will be sent to courier upon payment of an additional courier fee of USD 50.00, if so requested, upon confirmation of payment.

7. Bid must be delivered to the address in Para 8(ii) below at or before 10:00AM of 7 June 2012. Electronic bidding will not be permitted. Late bids will be rejected and returned unopened to the bidders. Allbids will be opened immediately after bid submission in the presence of the Bidding Committee and the bidders' representatives who choose to attend at address in Para 8(ii) below.

9. All bids shall be accompanied by a Bid Securing Declaration included in Section IV Bidding Forms. In anycase the Bidder failed to include Bid Securing Declaration with the bid, the bid will be rejected as non responsive.
