This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 3, 2010.

The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) towards the cost of Ethiopian Sustainable Tourism Development Project and it intends to apply part of the proceeds of the credit to payment under the contract for consultancy services.

The services include: Tourism E-Commerce Platform Development

The general objective of this assignment is to establish an interactive website designed to promote Ethiopian Destinations, to reach a wider cross section of consumers for the timely distribution of updated Ethiopian tourism destinations and events and relevant information and to operate online communications to service queries through emails and other social networking systems to facilitate and monitor feedback from clients and the key stakeholders.

The specific objectives include but not limited to:

To assess the current level of use and readiness to use e-commerce platform

To determine the business model for the e-commerce platform

To design and deploy a comprehensive e-commerce platform

To conduct appropriate trainings on the developed system

To provide support for the developed system during the warranty period

The overall scope of this assignment is to carry out the following range of activities:-

Assessment of the existing tourism marketing practices of the country focusing on e-commerce

Rationalization of the use of e-commerce and identification of the prospective users of the platform

Development of Business model that provides framework of the e-commerce platform design based on international best practices for destination e-marketing.

Define the end user of the system on both ends?

Conduct benchmarking exercise and desk study to identify all essential aspect of destination e-marketing including marketing and sales, payments customer services, travel information and destination information providing info shop, etc

Develop, test and implement the e-commerce platform

Set standards, procedures and privileges or administrative norms forthe end users of the system. Propose capacity building requirements for the use and administration of the system

Conduct the necessary training on the use of the Tourism e-commerce

Document the entire work and activities done in relation to this project

Provide maintenance and support services during the warranty period

The duration of the assignment will be Eight Months starting from thedate of signing of the contract agreement.

The Ministry of Culture and Tourism, ESTDP Project Co-ordination Unit(PCU) now invites eligible Consulting firms to indicate their interest in providing the service. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, financial positions, client references, availability of appropriate skills among staff, etc.). Consulting firms may associate toenhance their qualifications.

The consulting firm will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and employment of consultants by World Bank Borrowers which can be found at the followingaddress www.worldbank.org/procedure.

The method of selection is Quality and Cost based selection.
