REQUEST FOR EXPRESSION OF INTEREST FOR TECHNICAL ASSISTANCE FOR THE STATE'S FREIGHT TRANSPORT LOGISTICS PLAN UNDER THE TOCANTINS INTEGRATEDSUSTAINABLE REGIONAL DEVELOPMENT PROJECT (PDRIS)

EXPRESSION OF INTEREST (EoI) Nº 006/SEINFRA/2012/BIRD/PDRIS REQUEST FOR PROPOSALS (RfP) Nº 006/SEINFRA/2012/BIRD/PDRIS

1. The State of Tocantins has requested a loan from the International Bank for Reconstruction and Development (IBRD) to implement the Tocantins Integrated Sustainable Regional Development Plan (PDRIS) and intendsto apply part of proceeds for consulting services.
2. The consulting services aim at preparing the State's Freight Logistics Plan including (i) socioeconomic diagnosis, (ii) analysis of the logistics system, (iii) evaluation of current freight flows and major products through field surveys and database development for cargo traffic, (iv) traffic forecast in the medium and long term, (v) preparation of an action plan (infrastructure, regulation, and etc.) fostering the transport and logistics sector in the State of Tocantins. The expectedduration of the contract is 15 months.
3. The Secretariat of Planning and Public Management Modernization (SEPLAN) invites eligible consultants to submit an expression of interest in providing the consulting services. Interested consultants should provide information demonstrating that they have qualifications, capabilities and experience to perform the services (brochures, description ofrelevant assignments and experiences, and etc.). Consultants may create a consortium or an association with other firms to enhance their qualifications.
4. A consultant will be selected in accordance with the Quality and CostBased Selection (QCBS) method set out in the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers, January 2011.
5.
