INVITATION FOR BIDS OF COAL HANDLING PLANT PACKAGE UNDER ENERGY EFFICIENCY AND RENOVATION & MODERNISATION (EER&M) OF UNIT NO.5 (210MW) OF BANDEL THERMAL POWER STATON

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 691 of 30^TH November, 2006.
2. Government of India (GOI) received loan from the International Bank for Reconstruction and Development (IBRD) with co-financing through grant from Global Environment Facility (GEF)towards the India: Coal Fired Generation Rehabilitation Project. International Bank for Reconstruction and Development (IBRD) has approved the loan (IBRD Loan No.: 7687-IN) and the grant (GEF Grant No.: TF 094676). It is intended that part of the proceeds of this loan / grantwill be applied to eligible payments under the contract for COAL HANDLING PLANT PACKAGE OF ENERGY EFFICIENCY AND RENOVATION & MODERNIZATION (EER&M) OF UNIT NO.5 (210 MW) OF BANDEL THERMAL POWER STATON.
3. The West Bengal Power Development Corporation Limited (WBPDCL), Kolkata, India now invites sealed bids from eligible bidders for the construction and completion of COAL HANDLING PLANT PACKAGE OF ENERGY EFFICIENCY AND RENOVATION & MODERNIZATION (EER&M) OF UNIT NO.5 (210 MW) OF BANDEL THERMAL POWER STATON.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is opened to all bidders from Eligible Source Countries as defined in the Bidding Documents. The ICB will be conducted in accordance with the Bank's "Single-Stage" Bidding Procedure.
5. 6. A complete set of bidding documents may be purchased by interested bidders on submission of a written application to the address mentioned above and upon payment of a nonrefundable fee of Rs.10,000 (Indian Rupee Ten Thousand only) or USD 250 (United States Dollar Two Hundred Fifty Only) through cash or Demand Draft / Pay Order on any Bank (licensed to do business in India) payable at Kolkata in favour of the West Bengal Power Development Corporation Limited from 11.00 Hours to 15.00 Hours on any working day (except Saturdays, Sundays & Holidays) from 26.06.2012 to 13.08.2012. If requested, the document may be sent by airmail / courier for overseas delivery at an extra cost of USD 60 (USD Sixty Only)- and surface mail or courier for local delivery at an extra cost ofRs.500 (Indian Rupees Five Hundred Only). The Employer is not responsible for any delay or loss of package by courier or postal service.
7. The provisions in the Instructions to Bidders (ITB) and in the General Conditions of Contract (GCC) are the provisions of the Bank's Standard Bidding Documents: Procurement of Plant Design, Supply and Installation
8. Bids must be delivered to the above mentioned address on or before 12.00 Hours on 14.08.2012 and must be accompanied by the Bid Security ofINR Five Million or USD One Hundred Eleven Thousand for the Package.
9. Bids will be opened in presence of Bidders' representatives who choose to attend at 12.30 Hours on 14.08.2012, at the Office of: The Director (Projects), Bidyut Unnayan Bhaban, Plot No.3/C, LA-Block, Sector-III, Salt Lake City, Kolkata 700 098, India.
