ICT Development Project, GSO Modernization Subproject

 

Supply, installation, integration, training, technical support and implementation of ICT infrastructure upgrade and System for Statistical Information Collection for the General Statistics Office

Package GSO5-2: GSO ICT InfrastructureUpgrade and System for Statistical Information Collection

 

 

The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Information and Communication Technology (ICT) Development Project, and it intends to apply partof the proceeds of this credit to payments under the agreement resulting from this Package GSO5-2:  GSO Infrastructure Upgrade and System for Statistical Information Collection.

 

The General Statistics Office's Project ImplementationUnit (GSO PIU) serves as the implementing agency for the GSO sub-project and now invites sealed bids from eligible Bidders for GSO ICT Infrastructure Upgrade and System for Statistical Information Collection, including the supply, installation, integration, training, technical support and implementation of an integrated ICT solution which comprises the infrastructure upgrade (hardware and network infrastructure) and a System for Statistical Information Collection (SSIC)for GSO.

 

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specifiedin the World Bank's Guidelines (May 2004): Procurement under IBRD Loans and IDA Credits is open to all Bidders from eligible source countries as defined in the Guidelines. The minimum qualification requirements are as follows.

 

a)       Experience:

                          i.            The Bidder shall demonstrate at least five (5) years continuousengagement in the business of supplying and installing IT equipment and systems. In the case of a Joint Venture, the Lead Partner shall demonstrate at least five years continuous engagement and each other Partner shall demonstrate at least three years continuous engagement.

 

                        ii.            The Bidder shall have successfully completed at least two (2) contracts, each of which of at least USD 5 millions in value, during the past five (5) years, for the supply, installation, and technical support of network and systems management technologies for a firm or public administration that has at least 2 sites and at least a two-tiered system hierarchy. In the case of a Joint Venture, the Lead Partner shall have led at least one of the two of the above contracts.

 

                      iii.            The Bidder shall demonstrate that it has successfully completed at least one contract, of at least USD 1 million in value, during the past three (3) years for the development cum customisation of statistics related application software or another large-volumemetadata driven data collection or data processing application. In the case of a Joint Venture, the Lead Partner shall have participated inthe above contract.

 

b)     Technical Capacity:

                          i.            The Bidder shall have facilities for technical support and maintenance equipped with adequate qualified staff in Ha Noi, Da Nang and Ho Chi Minh cities. If bidders do not have such facilities at the time of bidding, then they are requiredto demonstrate a clear plan for the establishment of such offices, should they be awarded a contract.

 

                        ii.            The Bidder must demonstrate that it has a formal quality assurance system for software development and must be certified or recognised by an independent body in terms of its quality assurance practices (using the ISO-9000 series or equivalent standards).

 

c)      Financial Capacity:

                          i.            The Bidder must submit financial statements audited or certified by authorized agencies, in accordance with laws of the country where the Bidder established its business, for the latest 3 fiscal years (2009, 2010 and 2011).

 

                        ii.            The Bidder must demonstrate evidence of the average annual turnover over the last 3 years (2009-2011) at theminimum required amount of USD 12 million.

 

                      iii.            The Bidder shall demonstrate evidence of the firm's liquidity, in form of the cash flow, liquid assets and/or credit lines net of other ongoing commitments at the minimum required amount ofUSD 5 million.

 

                      iv.            In case of Joint-Venture, the Lead partner should meet at least 50% requirements for financial capacity, and any member ofthe JV should meet 30% requirements for financial capacity.

 

Interested eligible Bidders may obtain further information from General Statistics Office and inspect the bidding documents at the address given below from 08:00 to 11:00 and from 14:00 to 17:00, regular working weekdays.

 

A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the GSO-PIU address and upon payment of a nonrefundable fee of VND 2,000,000 or US$100. The method of payment will be cash or direct deposit to Account number 160-10-37-000258-3 of the GSO PIU open with the Bank for Investment and Development of Vietnam (BIDV) – Transaction Center III, 519 Kim Ma, Ba Đình District, Ha Noi. The document may be directly collected at the GSO-PIU address or sent by courier upon specific written request and payment of an additional non-refundable amount for US$150 for overseas delivery costs or VND3.000,000 for local delivery costs by the Bidder. GSO will not be responsible for any lossor late receipt of bidding documents.

 

A pre-bid meeting which potential bidders may attend will be held on at 8.30am, 17 Jul 2012. The Venue shall be at Room 503 Building E, General Statistics Office, 6B Hoang Dieu, Ba Dinh District, Hanoi, Vietnam.

 

Bids must be delivered to the address below at or before 1 pm Friday 24 Aug 2012. All bids must be accompanied by a bid security of not less than US$100,000 (in words: One hundred thousand US Dollars) or an equivalent amount in the local currency or a freely convertible currency.  Late bids will be rejected.  Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below immediately after the submission deadline.

 

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license orwas produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
