Procurement of Surgical instrument

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business,issue no 764 of 16 November 2009.
2. The Socialist Republic of Viet Nam has received a credit from the International Development Association toward the cost of Northern Upland Heath Support Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of (i) 56 Orthopedic surgical instrument set; (ii) 87 Endotracheal openning set; (iii) 134 Endotracheal instrument set; (iv) 74 Digestive surgical instrument set; (v) 175 Minor surgical instrument set; (vi) 64 Eye lid, Pterygium surgical instrument set; (vii) 65 Chalazion instrument set (ICB No: 15).
3. The Project Management Unit now invites sealed bids from eligible and qualified bidders for Procurement of (i) 56 Orthopedic surgical instrument set; (ii) 87 Endotracheal openning set; (iii) 134 Endotracheal instrument set; (iv) 74 Digestive surgical instrument set; (v) 175 Minor surgical instrument set; (vi) 64 Eye lid, Pterygium surgical instrument set; (vii) 65Chalazion instrument set. These equipments will be delivered for 63 district hospitals in 7 northern mountainous provinces in Vietnam.
Period for delivery of Goods: From 30 days following the date of effectiveness the Contract to 150 days following the date of effectivenessthe Contract.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, datedMay 2004, Revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Project Management Unit – Northern Upland Health Support Project, Email: nup_procurement@fpt.vn, and inspect the Bidding Documents at the Project Management Unit – Northern Upland Health Support Project, Ministry of Health at the address of: Room 401-404, Building A1, Van Phuc Diplomatic Compound, 298 - Kim Ma Street, Ha Noi, Viet Nam, from 08:30 am to 11:30 am and 1:30 pm to 4:30 pm (Working days)
6. Qualifications requirements include: The minimum average annual turnover for the last three (03) years (2009-2011) of bidder mustbe greater than USD 3.5 millions; the amount in terms of cash flow orliquid assets or credit line, net advanced payments and other commitments for other ongoing contracts that bidders have must be at least the minimum rate of USD 2,300,000; successful completion within the lastthree (3) years at least one (1) similar contract of the same value. A margin of preference for eligible goods manufactured in Vietnam shall be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on thesubmission of a written Application to the address below from October 29, 2012 and upon payment of a non refundable fee of VND 2,100,000 or US$ 100.00. The method of payment will be Cash, Check or direct deposit in to bank account as follows:

8. Bids must be delivered to the address below at or before 14:00 PM Hanoi time on December 13, 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will beopened in the presence of the bidders' representatives who choose to attend in person at the address below at 14:00 PM Hanoi time on December 13, 2012.. All bids must be accompanied by a Bid Security with an amount of USD 46,000. The bid Security shall be valid for 28 days beyond the endof the validity period of the bid.
