SELECTION OF AN INTERNATIONAL INDIVIDUAL CONSULTANT TO DEVELOP

 ICT STRATEGY & ACTION PLAN

The Government of Azerbaijan and the World Bank are implementing "Real Estate Registration Project (RERP)". The purpose of the project is to provide a reliable, transparent and rational Real Estate State Registration system for managing and using the enterprise as well as state-owned real estate which supports the real estate markets. Theproject consists of the following components:

   Part A: Real Estate Registration

   Part B: Management of the State Property and its Register

   Part C: Cartography and Land Cadastre

    Part D: Training,Policy Development and Project Management

Under the D2 sub-component (Development of ICT technologies/Information Management strategy) of the RERP the development of a comprehensive andvisionary ICT strategy is required. SCPI has already formed an ICT Strategy Commission in order to implement this task. Due to lack of experience in ICT Strategy development an experienced ICT Strategy Consultant is required to lead and support the ICT Strategy Commission in allaspects of this work.

The consulting services ("the Services") include: I) To develop a comprehensive ICT strategy (for ten-year period) and detailedAction Plan for SCPI (for two year period); To review and suggest amendments to the IT Center organization, jobs descriptions, human resource policy and develop detailed capacity building training plan and training program; To closely cooperate with ICT Strategy Commission and transfer knowhow on ICT strategy development and implementation to the ICT strategy commission members; organize several workshops to define the ICT Strategy key priorities, present/discuss the draft ICT Strategy and present the final ICT Strategy to the wider audience; to coordinate the ICT strategy development with SCPI business plan (under development by separate consultant group), etc.

The Project Management Unit of the Real Estate Registration Project now invites eligible individual consultants ("Consultants") to indicate their interest in providing theServices. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria for the consultant are: at least master degree on IT; experience in application of the relevant ISO/OGC və INSPİIRE standards; experiencein preparation of ICT strategy– shall be verified by a document; at least 10 years of experience in management of big International Projects and nationwide ICT systems; have been the manager of at least one large ICT project or proper project management certificate; work experience in the analysis of the ICT systems and preparing them on the basesof the modern technologies; work experience in the application and development of Geo- Information systems; experience in the management ofthe database, information delivery strategies and integrated application processes; experience in the Property Management, Cadastre or Registration systems; excellent English language knowledge (spoken and written); knowledge of Russian or Azerbaijan languages is a plus; regional experience – preferred.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers   dated May 2004, revised May 2006 and October 2010 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
