Assignment Title: Enhancement of the Ethiopian Tourism Statistics Management

The Federal Democratic Republic of Ethiopia, Ministry ofTourism and Culture, has received financing from the World Bank toward the cost of the Ethiopian Sustainable Tourism Development Project, and intends to apply part of the proceeds for consulting services.
The consultingservices ("the Services") include:
Review the existing national and regional tourism information system and its sub-systems.
Identification of bottlenecks and problem areas of the existing system.
Identification of institutional, organizational, methodological and resources requirements of the creation of a comprehensive System ofTourism Statistics (STS).
Design a national and regional comprehensivetourism information system and its components.
Establish a sustainable Inter-Institutional Platform (IIP) and develop national tourism statistics governance directive.
Review the present legislative base for data collection for instance from the accommodation sector. In case of need for new legislation propose such interventions.
Propose and create the data base for the national and regional tourism information system focusing on user design (forms, reportsetc), data design (database structure) and process design (programs and procedures)
Undertake visitors and expenditure surveys to augment and enhancethe existing data base. Following surveys shall be undertaken:
v One fully fledged international departure survey at Bole international airport.
v Three domestic surveys covering domestic as well as international travelers in Bole domestic airport, Axum airport and Lalibela airport
v Two surveys at each of the following land borders: Moyale to Kenya (South) and Metema to Sudan (West). These two surveys only need to be indicative in order to be able to define the flow of tourists through these two borders as well as to identify the type of arrivals through the borders.
Create awareness on tourism statistics for the personnel and officials of institutions engaged in the collection of the tourism statistics,
Involve stakeholders in the tourism industry in the design of data collection systems
Definition of common standards and definition to be adoptedfor data collection
Provision of specialized training on tourism statistics handling, analysis and reporting techniques on the national and regional level.
The consulting Service will be implemented in 12 months time beginning from March, 2013.
The Ethiopian Sustainable Tourism Development Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are: A firm must have specific qualifications in developing and implementing electronic tourism information systems as well as undertaking of specific tourism departure surveys and also to write tourism bulletins and annual reports. At least 5 years experience in the above fields is required.
Consultants should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Please clearly indicate and substantiate with evidence to Core business, Years of experience in the business, Qualifications in the field of the assignment, Experience in similar assignments and Regions, Technical and managerial capabilities of the firm, Number of key staff in the firm, Availability of appropriate skills among staff, Qualifications of key staff, Administrative and financial strength, and Client references. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants]by World Bank Borrowers, January 2011"; ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
