REQUEST FOR EXPRESSION OF INTEREST

Consulting Services

 

ASSOCIAÇÃO NACIONAL DE TRANSPORTES PÚBLICOS - ANTP has received a grant from the Global Environment Facility and the World Bank towards the implementation of the Sustainable Transport and Air Quality Project. ANTP intends to apply part of the resources from this donation for hiring consultancy services for the promotion of policies to reduce emissions of greenhouse gases and to encourage the use of cleaner and lower energy modes of transport.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible biddersas defined in the guidelines. Consulting services will be selected inaccordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Accordingly, we intend to hire specialized consulting services for theElaboration of a Transport Oriented Development proposition to "Anel Viário" (highway ring) at Belo Horizonte (MG), activity included in Window 2 – "Better coordination and integration of transport, land-use planning and environmental management", of GEF/STAQ Project.

Subject

In general terms, the related consulting services consist on developing a mass transit oriented urban development planfor the "Anel Rodoviário", an expressway in Belo Horizonte. The main purpose of this service is to provide an occupation modeling for the "Anel Rodoviário" neighborhoods, designated to an Urban Operation in Consortium – UOC, considering short, medium and long term tasks. They should also propose a transport system for "Anel Rodoviário", compatiblewith both municipal and metropolitan transport systems and also with the land regulations proposed.

The four main expected products are:

ü  Diagnosis of road system and land use in the "Anel Rodoviário" neighborhoods.

ü  Propositions of land use and occupation regulations for a mass transit oriented development in the "Anel Rodoviário" neighborhoods, considering long-term tasks and the future construction of "Contorno Norte".

ü  Transport system modeling to "Anel Rodoviário", compatible with the urban development model proposed and, also, with the existing and planned transport systems in Belo Horizonte and its metropolitan region.

ü  Propositions for land useand occupation strategies, land regulations and changes required in transport system, considering short term tasks, in order to develop andimplement the previous propositions in medium and long term.

Some premises must be considered for this work:

a)        Nowadays, "Anel Rodoviário", the main expressway where medium and long distance travels take place in Belo Horizonte metropolitan region, has road features that causes significant conflicts with urban settlement in the neighborhoods. However, by medium term, that features are expected to be changed, due to the construction of "Contorno Norte", a new expressway to be built outside Belo Horizonte boundaries. The plans include the transfer of part of the through traffic from "Anel Rodoviário" and its transformation into an urban avenue, inwhich its role of public transport axis is underlined.

b)        Anel Rodoviário, with a few bus transport system lines nowadays, must have its transit role expanded, with higher performance of transport services, as seen on municipal transport plan. As an important contours axis, the "Anel Rodoviário" crosses the main radialavenues in the city, and it is therefore strategic for the integration of the planned transit network.

c)         Belo Horizonte Urban Master Plan instituted Urban Operations in Consortium and bounded some areas for it, like "AnelRodoviário" neighborhoods. The UOC interventions, which are coordinated by the local government, with the participation of owners, residents and users of the area, promote urban transformations, by increasing the density of the area and providing new equipment, public spaces, social housing and infrastructure improvements, among others. It is expected that the services included in this contract give an input to AnelRodoviário" UOC regulation ".

The "Anel Rodoviário" is approximately 30 km long and the area bounded for the "Anel Rodoviário" Urban Operation in Consortium is approximately 18.2 km². Further information can be obtained at Terms of Reference at (http://staq.antp.org.br/SitePages/manifesta.aspx).

The deadline for implementation of these services will be 12 (twelve) months. The contractor will provide the following minimum staff to do the work: general coordinator, consultant on land use management, consultant on transport and consultant on urban economic affairs, and support staff as required

Expression of Interest

ANTP invites consulting firms in theindustry to express their interest in performing these services. Consulting firms interested and qualified to perform these services shouldsubmit their Expression of Interest letters and portfolios (catalogs,brochures, description of similar assignments, experience in similar conditions and adequately staffed available to perform the services, etc.), supported by appropriate and relevant documentation.

The Letters of Expressions of Interest must be posted to ANTP, at the address below, until March 4th 2013, until 04:00 PM. Interested consultants may obtain further information at the same address, from09:00 AM to 12:00 AM and from 02:00 PM to 05:00 PM, Monday to Friday
