Assignment Title: Consultancy Services for Heavy Haul Program Development and Management Consultant for Technical Assistance of Technologies Research and Evaluation of Heavy Haul capacity development of MoR and DFCCIL (HHPDTREM).

1. Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has received a Loan No. – IN – 8066of US$ 975 Million from the World Bank towards the cost of Eastern DFC project-1 and intends to apply part of the proceeds of this loan for engaging a Consultant for Technical Assistance of Technologies Research andEvaluation for Heavy Haul Rail Transport in India. The consulting services ("the Services") include the study will review and analyze Technical Assistance of Technologies Research and Evaluation for IR's freight services as envisaged in Vision 2020, and recommend a strategy and a long-term implementation plan for heavy haul freight activity that will maximize the utilization of additional capacity for freight transport and the financial benefits of heavy haul business.
2. The objective of the Study is to develop a comprehensive and integrated long-term Plan to 2030 that will guide India's railway planners and service providers to improve the capacity, quality, competitiveness and utilization of India's rail freight transport services in general and heavy-haul services in particular. The plan will contain tangible, actionable, time-bound and monitorable measures. Although the first DFC will not be operational until about 2018 it is essential to put in place the Technical Assistance for increasing the technical and material capacity of India's railways to implement heavy haul freight improvements that will improve the safety, capacity, quality, competitiveness and utilization of India's rail freight transport services. To achieve the Program objective, this consulting assignment will, in close consultation with HHC and DFCCIL, help plan and administer the Program from its conceptual stage through research and development to the provision of concrete action-oriented strategies and measures for implementation.
The study shall therefore, on the basis of detailed investigations and analysis, relevant international experience and evidence, and the appraisal of alternatives, advisethe HHC on the following matters:
i. Planning and design of an effective and cost-efficient heavy-haul freight Research and Development Program.
ii. Management of the approval Program: as part of this task the Consultant shall assist. HHC/DFCCIL in administration of procurement of any goods, works and services within the Program in accordance with the World Bank's procurement policies and rules;
iii. Prepare a detailed and cost-effective implementation planfor a world class heavy-haul Research Institute (HHRI) to conduct research and development in heavy-haul railway system creation, maintenance and operation. The Consultant shall prepare a Concept and Implementation Plan on the setting up of the HHRI in accordance with best international practice which shall include, inter alia, strategic vision, mission and objectives of the Institute, governace, location(s) including possible location within or co-location with an existing institution, possible partnering or twinning arrangements with an international institute(s), organisation and staffing structure, affiliations, scopeof R&D activities, defining relationships and interfaces with stakeholders like Ministry of Railways, RDSO, industry, other national and international research bodies etc, human resources policies, financing model for long term sustenance, facilities and costs, implementation schedule, milestones for decisions and action etc.
iv. Consult and work closely with HHC and DFCCIL to familiarize themselves thoroughly with, and articulate the specific objectives of the Program.
v. Collect experience of other heavy-haul railways internationally and assess broadly their key features strengths and weaknesses and relevance of India.
vi. Deliver a major outreach event involving MOR (IRB) Zonal Railways, DFCCIL, RDSO, rail freight users representatives, leading academicsin the field, etc. to ensure full stakeholder input to the HHRD&AProgram.
vii. Consult closely with the Consulting Team responsible for Freight markets, long-term commercial freight planning, to ensure that the planned HHRD&A Program is fully oriented to providing practical application to the specific freight markets, commercial challenges and conditions of India.
viii. Prepare a detailed HHRD&A Program in the form of a matrix of prioritised activities based on the classification system adopted. Demonstrate that the suggested activities to ensure that the HHRD&A Program isconsistent and comprehensive. The Program should encompass, but is not necessarily limited to the technical matters.
ix. Adopt a system engineering approach in which work on the various elements of the heavy haul system are closely co-ordinated and harmonised to obtain highest possible efficiency. Ensure co-ordinationof the technical integration and consistency of interfaces between the classes of research and development activities in the HHRD&A Program: between infrastructure and rolling stock; between train consist and consist control features such as breaking systems and draw gear; between train consist, rolling stock and terminal facilities; and between route and terminal facilities; and many others. The consultant willensure these interfaces are reflected and addressed in the research and development program in a complementary fashion.
x. For each activity and sub-activity in the prepare a task scoping and specification and appropriate terms of reference for technical resolution by experts; where the specification requires employment of external professional services, draft the terms of reference in a form suitable for bidding according to World Bank Procurement Policies and rules.
xi. Similarly, for each discrete activity and the total HHRD&A Program prepare cost estimates, showing parts of the Program to be funded by the World Bank and parts that are the funding responsibility of other entities.
xii. Prepare and submit a draft proposed HHRD&A Program Report setting out the recommended and fully-documented HHRD&A Program, containing a detailed specification of activities within modules, and their deliverables, a Program time/workflow diagram, critical path identification, detailed budgets foreach module and activity, (allowing for contingencies and allocationsfor activities still to be defined).
xiii. Prepare as an Annex to the HHRD&A Program, a Procurement Plan which provides information on proposed means of procurement of relevant parts of the plan drawn up in accordance with World Bank Procurement Policies and Rules.Note that the Consultant will not be eligible to participate in any way in subsequent contracts tendered under the Program, but will be eligible to tender for any follow-on contract for Program Management (which TOR shall not be prepared under this contract).
xiv. Based on comment and feedback on the Inception Report and Recommended Program from IRB, DFCCIL, World Bank and any other reviewers consolidate into the Final HHRD&A Program for formal agreement by IRB, DFCCIL and World Bank.
3. The Dedicated Freight Corporation of India Limited (DFCCIL) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are that the Consultants should have a minimum of Seven years of experience in the relevant area and having successfully undertaken at least two similar assignments, particularly linear projects like Railways funded by multilateral agencies. The consultant should have qualified and experienced qualified personnel in their team.
4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employmentof Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January, 2011, setting forth the World Bank's policy on conflict of interest.
5. Consultants may associate withother firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
