Assignment Title:Developing the 2nd National Energy Efficiency Action Plan for Armenia

 

Reference No.: EE-CS-19/2014

 

The Republic of Armenia has received financing from the World Bank/Global Environmental Facility toward the cost of the Energy Efficiency Project, and intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") include:

 

Developing a National Energy Efficiency Action Plan for Armenia for period of 2015-18 with the baseline data of 2012.  

 

Scope of works

The   Consultant shall:

 Follow the requirements outlined in the local legislation and the template adopted by Energy Efficiency Task Force within the Secretariat of the Energy Community.

The 2nd NEEAP shall contain at least:

- analysis and report on the implementation of measures and activities contained in the previous Action Plan (2010-2012);

- measures and activities on energy efficiency improvement for the following three-year period (2015-2018) and until 2020, for the purpose of attaining the indicative energy saving targets;

- education and promotion activities aimed to encourage rational energy use;

- deadlines for implementation of energy efficiency activities;

- funds required for the implementation of anticipated activities andsources thereof;

- holders of separate activities,

NEEAP shall also include sections on:

- primary energy savings (separate section), which will include description of measures addressing the primary energy saving potential and primary energy savings targets (in production, transmission and distribution of energy, i.e. electricity, thermal energy);

- national target for nearly zero energy buildings;

- possible improvements of the primary and secondary legislation necessary for achieving theenergy efficiency targets; and

- other data as proposed in the template, as well as data that are not required in the template but are deemed to be necessary and important to be included such as the financial aspects and savings.

 

Implementation period – 6 months

 

The Armenia Renewable Resources and Energy Efficiency Fund now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

Experience of the Consultants in preparation of EE policy documents, strategic analytical studies, EE programs and action plans– 60 points,

 

Experience of the Consultants in similar assignments in EU, Energy Community, Eastern Europe or Central Asia countries– 40 points.

 

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: "Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers", January 2011 ("ConsultantGuidelines") setting forth the World Bank's policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy toenhance their qualifications.

 

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
