1.        This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on 2nd November 2007.

 

2.        The Government of Kenya has received financing from the World Bank toward the cost of Kenya Transparency & Communications Infrastructure Project (KTCIP). KTCIP will be executed by the ICT Authority under the Ministry of Information and Communications. The ICT Authority therefore intends to apply part of the proceeds to payments under the agreement(s) resulting from this IFB: Supply, Installation and Commissioning of Active Network Elements and Communication Infrastructure for Nairobi City County IFB No: ICTA/KTCIP/ICB/26/2014-2015. The Government of Kenya is the recipient for the proposed activity.

 

The ICT Authority serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for: Supply, Installation and Commissioning of Active Network Elements and Communication Infrastructure for Nairobi City County

LOT 4: Supply Installation and Commissioning of an Infrastructure to Host Enterprise Applications

Bidders can bid for one or more than one LOT. Bidders must bid for all items in a LOT. Bids will be evaluated, and contracts awarded on a LOT by LOT basis. Bids quoting for incomplete items (i.e. any missing item and/or missing required quantities) in a LOT shall be considered non-responsive.

 

3.        Bidding will be conducted using the International CompetitiveBidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition of IDA Credits: May 2004 (revised October, 2006), and is opento all Bidders eligible as defined in these Guidelines, that meet thefollowing minimum qualification criteria:

 

Financial and Technical Capability

  1. Submission of evidence/documentation of at least 2 similar contracts undertaken by the Bidder in the past 5 years, each with a value of at least Kenya Shillings 100 million or an equivalent amount in a freely convertible currency for each Lot. In order to be acceptable, these 2 similar contracts should have incorporated supply, installation, configuration, commissioning and maintenance of DataCenters as well as user training on the IT, networking.

 

  1. Submission of audited balance sheets or, if not required by law of the Applicant's country, other financial statements acceptable to the Purchaser, for the last two years to demonstrate an annual revenue of at least Kenya Shillings 100  million or an equivalent amount in a freely convertible currency for each LOT.

 

4.     Interested eligible Bidders may obtain further information from ICT Authority and inspect the bidding documents at the address given below from 9.00 a.m. - 1.00 p.m. and 2.00 p.m.- 4.00 p.m.every day excluding weekends and public holidays, or send mails to :procurement@ict.go.ke, with the Bid Ref.  No as the Subject.    A pre-bid meeting which potential bidders may attend will be held on 3rd September 2014, at 10.00am East AfricanTime at the ICT Authority offices, 12th Floor – Boardroom Teleposta Towers, Kenyatta Avenue Entrance, Nairobi.

 

5.     A complete set of bidding documents in Englishmay be obtained from the ICT Authority Procurement Office at 12th Floor, Teleposta Towers, between 9.00 a.m. – 1.00 p.m. and 2.00 p.m. – 4.00 p.m. Upon payment of a nonrefundable fee of Kenya Shillings (KES) 1,000/= or an equivalent amount in a freely convertible currency.  The method of payment will be in cash or banker'scheque payable to the, ICT Authority. 6.     Bids must be delivered to the address below at or before:  1st October 2014. Bids need to be secured by abid security. The amount of Bid Security required is Kenya Shillings One Million per LOT.  Late bids will be rejected.  Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below at 10.00 a.m. East African Time on 3rd September 2014 at the ICT Authority offices, (Main Boardroom) 12th Floor Teleposta Towers, Kenyatta Avenue Entrance, Nairobi.

 

7.      The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.

 

8.     Bids should be submitted in a plain sealed envelope clearly marked:
