Consulting Service Capacity assessment of domestic engine irrigation pump manufacturing

The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (IDA), towards the cost of Agricultural Growth Program and intends to apply part of the proceeds of this credit to payments under the contract for consultancy service on Capacity assessment of domestic engine irrigation pump manufacturing.
The objectives of the consultancy are
· Identification of key systemic bottlenecks in domestic pump manufacturing;
· Recommendation of implementable interventions.
· Identification of potential manufacturers and respective bottlenecks towards pump manufacturing;
· Identification of interventions that will create an enabling environmentfor the selected manufacturers.
The consulting services ("the Services") include:
§ Develop a set of criteria to select potential engine pump manufacturers in the country;
§ Identification of potential manufacturers based on a set of criterion;
§ Assess capacity and understand major bottlenecks of the selected potential manufacturers. These bottlenecks can be internal (organizational nature) or external (enabling environments, policy level issues…);
§ Based on assessment, come up with a set of suitable manufacturers along with enabling and implementable recommendations given the Ethiopian context;
§ Assess the overall systemic bottlenecks and come up with interventions;
§ Develop an implementation roadmap with prioritized bottlenecks and respective interventions in terms of impact, feasibility and time;
§ Develop work plan for implementation based on the aboveto include, institutional owners and budget.
The duration of the consultancy is projected to be about 60 calendar days.
The Agricultural Transformation Agency now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information on:
· Theircore business,
· yearsof experience in the business,
· qualifications of the firm in the field of the assignment,
· experience in similar conditions(Ethiopian or other developing countries conditions),
· financial strength, technical and managerial capabilities of the firm,
· number and qualification of key professional staff in the firm,
· availability of appropriate skills among staff for this assignment,

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 ("ConsultantGuidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
