1. The Federal Democratic Republic of Ethiopiahas received a credit from the International Development Association (IDA) in various currencies towards the cost of the Electricity Network Reinforcement and Expansion Project. It is intended that part of the proceeds of this Credit will be applied to eligible payments under the Contract-H "Plant Design, SupplyInstallation, Testing and Commissioning of:
Lot-1"Stringing of the Second Circuit of the 230kV Alamata- Combolcha-II-Legetafo transmission line"
Lot-2 "Installation of 230kV Line Bays at Combolcha II and Legetafo Substations"
2. The Ethiopian Electric Power (EEP) now invites sealed bids from eligible bidders for Plant Design, Supply, Installation, Testing and Commissioning of the second circuit of the 230kV Alamata- Combolcha II-Legetafo transmission line and "Installation of 230kV Line Bays extension at Combolcha II and Legetafo Substations", ("the Facilities"). International competitive bidding will beconducted in accordance with the Bank's "Single-Stage" Bidding Procedure. The works shall cover Plant Design, Supply, Installation, Testing and Commissioning of"the second circuit of the 230kV Alamata- Combolcha II & Legetafo transmission line(Live line)" and " Installation of 230kV Line Bays at Combolcha II and Legetafo Substations".
3. 4. Qualification requirements include:
For Lot-1
· Submission of audited balance sheets or if not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. As a minimum, a Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.
· Minimum average annual turnover of Thirty (30) millions USD, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
- The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet : (i) the following cash-flowrequirement:Two Million five hundred (2.5 Million) and (ii) the overall cash flow requirements for this contract and its current commitments.
· Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten [10] years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
· Participation as contractor, management contractor, or subcontractor, in at least two (2) transmission line live line installation contracts of 230 kV voltage level or above within the last Seven (7) years, one contract value of at least USD20 (twenty) millions or two contracts value of at least USD12 (twelve) million each, and not less than 100 Km thathave been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer's Requirements.
For Lot-2
· Submission of audited balance sheets or if not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the bidders financial position and its prospective long termprofitability.As a minimum, a Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.
- Minimum average annual turnover of thirteen (13) millions USD, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years
- The Bidder mustdemonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: One million five hundred (1.5 million) USD and (ii) the overall cash flow requirements forthis contract and its current commitments.
- Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten [10] years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
· Participation as contractor, management contractor, or subcontractor, in at least two (2) substations contracts within the last seven (7) years, one contract value of at least USD10 million or twocontracts value of US$7.5million each, that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer's Requirements.
5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of ETB 1,800 starting from December 2, 2014.
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank's Standard BiddingDocuments for the Procurement of Plant Design, Supply and Installation, dated April 2008, revised August 2010.
7. Bids must be delivered to the office, Ethiopian Electric Power, EEP Electric Club, Mexico Square Attention: Ato Kefeyalew Mergia , Procurement Manager, Telephone No.011-5580781 on or before 2:00PM, local time on January 29,2015 and must be accompanied by a bid security of USD 400,000.00 (Four Hundred Thousand United States Dollars) for Lot-1 and USD 190,000.00 (One Hundred Ninety Thousand United States Dollars) for Lot-2.
8. Bids will be opened in the presence of bidders' representatives who choose to attend at 2:30 PM, local time on January 29, 2015 at the offices of Ethiopian Electric Power, EEP Electric Club, Mexico Square, at the back of Federal police head quarter, Addis Ababa.
