Assignment Title: Consultancy Services for Detail Design, Tender Document Preparation and Constructions Supervision & Contract Administration forSurface Water Resources of the Addis Ababa Water III Project

Ministry of Water Irrigation and Energy has secured budget under One WaSH National Program and intends to apply part of the proceeds for consulting services as indicated below.

 

The consulting services ("the Services") include both the design andtender document preparation in its first phase and the contract administration and supervision in its second phase. The objectives and scope of the service are summarized below:

 

GENERAL: Addis Ababa Water and Sewage Authority (AAWSA) is mandated, among other things, to plan, develop and maintain the city water and sewage infrastructure. AAWSA is the sole provider of potable water for the city, the system of which has developed over the last 70 years with the exploitation of surface water and groundwater resources both within and outside the municipal boundaries. In recent years, the increased pace of economic developments of the capital city has placed continuing pressure on the water supply system to maintain pace with the resulting increased demands. With the aim of meeting the future water demand of the city, Ministry of Water Irrigation and Energy has secured budget under One WaSH National Program part of which is paid under contract Phase- I: Consultancy Service for Detail Design and Tender Document Preparation; and Phase-II: Consultancy Services for Construction Supervision and Contract Administration of Surface Water Resources of the Addis Ababa "Water III Project". The contract will be executed by Addis Ababa Water and Sewage Authority's Water andSanitation Development & Rehabilitation Project Office (AAWSA-PO)on delegation from Ministry of Water Irrigation and Energy.

 

The Addis Ababa Water Supply Project Phase III (commonly called Water III Project) was initiated by AAWSA 30 years ago with the purpose of planning, designing and constructing water supply systems that will effectively meet the growing water demands of the city. With a broad aim of bringing this project into implementation phase,the AAWSA-PO is therefore inviting potential interested international/national firms to undertake the consultancy services in two separate phases mentioned above. The objectives and scopes of the services are as outlined below:

 

Phase-I: Detail design and Tender Document Preparation of Surface Water Resources of the Addis Ababa Water III Project(Sibilu Dam and Ancillary Structures, Pumping Stations, Wesserbi Treatment Plant, Transmission Mainsand Distribution Systems)

 

Objective of the study

         To prepare and operate quality assurance plans throughout the assignment;

         To carry out a comprehensive review of the Detailed Design of Sibilu Dam, Pumping stations, and transmission systems (2005) in order to address any short coming ordeficiencies in order to assume full professional liability for the detailed design of the dam and its ancillary structures;

         To review recent findings in relation to hydrology and other issues, including reducing the impact of siltation;

         To review current situation at the dam site and incorporate any design changes necessary since the previous design was completed;

         Toprepare up to date Aerial and Topographic Maps for the Sibilu Dam site and overall project area;

         To carry out geologicaland geotechnical studies and other surveys as required;

         Toundertake detail environmental, social impact, costs and mitigation measures (Liaising of consultant in separate assignment is possible);

         ToPrepare Draft and Final Detailed Designs for the dam and ancillary structures, pump stations, treatment plant, transmission mains, Construction Plan and Tender Documents including engineering cost estimates ofall contract packages including dam, and associated works;

         ToPrepare Draft and Final Outline Designs for the WTP and ancillary structures, and Tender Documents (Design Build FIDIC Yellow Book) including engineering cost estimates of all contract packages including WTP, and associated works

         ToPrepare Dam Safety, Instrumentation, and emergency preparedness planswith operation and maintenance manuals. This should cover Dam operating aspects e.g. operating rules for normal and emergency (flood) conditions and procedures for filling and emptying the hydraulic systems, and any other operating data not in the Contractors' Operation and Maintenance manuals;

         To Prepare an Operation and Maintenance manual for the WTP. In particular,this should cover WTP operating aspects e.g. operating rules for normal and emergency conditions and procedures for filling and emptying the hydraulic systems, and any other operating data not in the Contractors' Operation and Maintenance manuals.

 

Scope of the Consultancy Service

Under phase-I, the scope of the consultancy service is grouped into two components:

 

(i)           Design component:

The following scope of services is intended to provide an overview of the activities to be performed by the consultant in preparing Detailed Design which also form basis of part of the expected outputs from the Consultant. However, itis not intended to be an exhaustive listing of the required work activities as it will be supplied to short listed consultants through RFP at the later stage and the candidate consultants are free to improve the list thereafter.

 

         Design review of the surface water components of the recent water III project report;

         Detailed Design of Sibilu dam and ancillary structures (Intake tower, access road, pump stations, Spillway, transmission main to treatment plant, and dam instrumentations etc.);

         Detailed Design of Wosserbi Water Treatment Plant (stilling basin, clarifiers, filters, backwash water reservoirs, clear water tank, sludge dewatering plant etc.);

         Detailed Design of Transmission mains from treatment plant to Service reservoir (with evaluation of tunneling option and booster pumping arrangements);

         Design of Service reservoirs with distribution options to end users;

         Mapping of the Project Area;

         Geological, Geotechnical and Seismological Investigation at all the sites;

         Supplemental hydrological assessment;

 

(ii)         Procurement/ Tender Document preparation component:

The potential Consultantis expected to show its capability to prepare contract packages and tendering documents for all civil works, equipment and associated services according to the QCBS procurement guidelines. The Consultant will prepare confidential work package documents and provide (indicative but not limited to) the following services:

 

         Contract packaging and Draft Procurement Plan

         Bidding documents for works and goods (including prequalification documents and notices)

         Engineering cost estimates for thedam and associated structures including access roads, power, communication, housing, offices and other facilities.

         Bidding documents for works and goods (including prequalification documents and notices) FIDIC Yellow Book.

         Engineering cost estimates for thepump station, WTP, transmission mains and associated structures including access roads, power, communication, housing, offices and other facilities.

         Preparation of construction Plan;

         Provision of Tendering assistance;

         During tender period, the consult shall set prequalification criteria and prepare response to tender queries in collaboration with AAWSA-PO.

         Preparation of technical evaluation criteria in collaboration with AAWSA-PO making clear recommendation for the award of contract

 

Phase-II: Construction Supervision and Contract Administration of Surface Water Resources of the Addis Ababa Water IIIProject (Sibilu Dam and Ancillary Structures, Pumping Stations, Wesserbi Treatment Plant, Transmission Mains and Distribution Systems)

 

This phase is entirely dependent on successful completion of the tasks under phase I and availability of additional fund for the activities.However, the competent firms are expected to show their interest whether they are capable to undertake the phase II service through standardized EOI. During project implementation period the consultant shall provide all necessary services as needed to facilitate project progress. These shall include, but not limited to the following:

         Supervise the construction of the dam and ancillary structures;

         Carry out periodic Safety inspections of the dam after completion;

         Supervise the Construction of theWTP and ancillary structures;

         Supervise the commissioning of the WTP and ensure the performance specifications are met;

         Carry out periodic inspections ofthe WTP after completion and review the water quality of the treated water;

         Carry out the duties of the "Engineer" and "Engineer's Representative" as specified in the constructioncontracts and FIDIC Conditions of Contract, and the duties of the Environmental Control Officer, as specified in the Environmental Management Plan.

         Issue to the Employer monthly andQuarterly Progress Reports and other technical and financial reports in a format approved by the AAWSA-PO.

         Review any site testing procedures and supervise actual acceptance tests on site carried out by the Contractor;

         Review Contractor's claims and advise what amount, if any, the Engineer considers due Provide written reports and advice on individual claims. Provide written advice on any claims negotiations and support as requested. Provide written reports and advice and support as requested in any preparations and procedures for the Dispute Adjudication Board (DAB);

         The method of selection is quality and cost based selection (QCBS)

 

The Addis Ababa Water and Sewage Authority's Water and Sanitation Development & Rehabilitation Project Office (AAWSA-PO) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevantexperience to perform the Services. The short listing criteria are: core business of firm and years in business, experience of the firm related to the assignment, technical and managerial organization of the firm, general qualifications and number of key staff of the firm.

 

The attention of interested Consultants is drawn to paragraph 1.9 ofthe World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. 

 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the quality and cost based selection (QCBS) method set out in the Consultant Guidelines.
