The International Development Association (IDA) granted to the Government of Liberia global financing of One Hundred and Seventy Six Million dollars ($176,000,000) for the implementation of the Interconnection Project Côte d'Ivoire, Liberia, Sierra -Leone, Guinea (CLSG). Part of this amount is to be used to financethe following contract: recruitment of a consultant (firm) for the mission of Owner's Engineer for supervision of construction (phase 2).
The CLSG project is co-financed by the WorldBank (WB), the African Development Bank (ADB), Kreditanstalt für Wiederaufbau (KfW) and the European Investment Bank (EIB).
The first phase of this consultancy is related to the preconstruction and is financed by the European Investment Bank (EIB), currently being implemented by a consultant hired for that purpose.
This assignment is related to the phase 2 which includes the supervision of the construction and the services will consist of making available to the project a team of experts to act as Owner's Engineer (Project Manager in World Bank's terminology) for all activities related to this phase 2 (physical implementation and subsequent guaranteeperiod) for the CLSG Interconnection project.
The consultancy company shall be required to provide overall project management, engineering and construction supervision in accordance with internationally recognized practices for consultancy services and in line withrequirements stated in these TOR. The Owner's Engineer shall perform the requested services as an independent Engineer in conformity with acceptable international standards and applicable laws.
The Owner's Engineer will have to interact closely with the Project Implementation Unit (PIU) of TRANSCO CLSG for all matters related to physical implementation and financial follow up of the CLSG interconnector project.
The Owner's Engineer will also have to provide adequate support to the further development of an efficient and effective PIU. This support is expected to take the form of Technical Assistance and transfer of know-how to the PIU members and all TRANSCO CLSG. The assistance provided may also include provision of facilities, if necessary to boost the PIU's capacity in performing assigned tasks.
The services to be provided shall include but not necessarily be limited to the following:
- Overall projectmanagement and contractadministration;
- Engineering and construction supervision;
- Environmental and social monitoring;
- Preparation of Terms of Reference (TDR) for additional studies;
- Supervision of works for the provision of interconnection points on the CLSG transmission line with the rural electrification network based on isolated Shield Wire Scheme (SMS);
- Technical coordination with the Liberian Hydropower Project of MOUNT COFFEE (MOUNT COFFEE Project, Liberia) and technical coordination with the Sierra Leone Project of Extension of BUMBUNA substation (BUMBUNA Extension Project, Sierra Leone);
- Testingand Commissioning of the works;
- Project completion;
- Support during the guarantee period;
- General requirement to provide support and advice
Physical implementation of the project in the four countries (Côte d'Ivoire, Liberia, Sierra-Leone, Guinea) will take place through a number of EPC (Engineering Procurement Construction) turn-key contracts. EPC contracts is broken down according to the 5 following components:
- 6 lots for double circuit 225 kV interconnection line 1299km between the Ivory Coast, Liberia, Sierra Leone and Guinea. In the short term the line will be equipped only with one 1 circuit.
- 3 lots for 12 substations 225 kV/MV
- 1 lot for specific Dispatching Centre dedicated to this interconnection (SCADA) and one lot for upgrade existing SCADA in Cote d'Ivoire
- 2 lots for Compensation Equipment
- 1 lot for Frequency Regulation Equipment
The duration of physical implementation is estimated at 2 years. The Owner's Engineer Contract will be a Time-Based Contract of 36 months (24 months + 12 months for the guaranty period).
TRANSCO CLSG now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services described above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services including technical experience in similar assignments, qualifications of the firm in similar missions and staff experience key.
The shortlisting criteria are:
- Financial capacity of consultant (firm): a copy of the audited financial statements for the last three years. If the consultants are a consortium/Joint-venture the same requirement shall apply to each member of the consortium/joint-venture;
- Technical experience of the consultant (firm):
· Having conducted during the last seven (7) years, at least two (2) consultancy assignments of a minimum value of Three Million Dollars ($3,000,000) each with activities similar to those described above. For Joint Ventures, Consortium or Association (JVCA) each partner must meet at least fifty percent (50%) of the requirement;
· Provide information on the inputs provided in terms of staff-month, the number/profile of staff involved, the duration of assignment, the type and value of services provided;
· The projects referenced must be completedbefore the deadline for the submission of expressions of interest; where the projects referenced have been implemented by consortia/joint-venture comprising two or more ofthe members now associated as a consortium/joint-venture for this application, their respective participationshall be added together in order for the application to be assessed on the basis of the consortium/joint-venture as a whole;
In addition, the following comparative factors will be considered:
1) The number of projects which comply with the criterion of the technical experience above and have been implemented in developing countries with a plus in Sub-Saharan Africa, ECOWAS;
2) The corresponding value of the works contracts supervised.
3) Experience with the isolated Shield Wire System (SWS)

Consultants may associate with other firms to enhance their qualifications in the form of a joint-venture or sub consultancy and note that the selection criteria will be applied to the JV as a whole.
