TRANSMISSION EFFICIENCY PROJECT (TEP)

SUB-PROJECT:  - 220kV Long Bien Substation and Connections;

      Loan No.: Loan No.8417-VN-TEP  

Contract Title: Package LB-G02: Supply and Delivery of Primary Equipment and Materials

Reference No. WB/TEP/LB-G02/2015

1.  The Socialist Republic of Vietnam has received financing from the World

Bank toward the cost of 220kV Long Bien substation and connections, and

intends to apply part of the proceeds toward payments under the contract for

Package LB-G02: Supply and Delivery of primary equipment and

materials.

 2. The Northern Vietnam Power Project Management Board (NPTNPMB) -

Branch of National Power Transmission Corporation now invites sealed bids

from eligible bidders for Package LB-G02: Supply and Delivery of primary

equipment and materials.

Delivery Period for package is thirty (30) weeks.

Qualifications requirements include:

i) Experience Capacity:

Bidders must have successfully completed within the last five (05) years (from

2010 up to now), as main contractor or subcontractor, at least two (02) contracts

of similar nature, each of which has a minimum equivalent contract value of  at

least USD 2,250,000. The similarity shall be determined based on the physical

size, complexity, methods, technology or other characteristics as describedin

Section VII (Schedule of requirements). As proof of successful completion, the

Bidders must submit a least two (02) certificates from end users certifying

successful completion of the said similar contracts

  ii) Financial Capacity:

1. Bidders should have a minimum average annual turn-over, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years (2011÷2013 or 2012÷2014), of at least USD 5.6 million (Five point six millions United States Dollars only).

2. For Joint Venture, all partners combined must meet the requirement, with one partner meetingat least 40% and each member meeting at least 25%.

3. Bidding will be conducted through the International Competitive Bidding

procedures as specified in the World Bank's Guidelines: Procurement of Goods,

Works, and Non-Consulting Services under IBRD Loans and IDA Credits &

Grants, January 2011  ("Procurement Guidelines"), and is open to all eligible

paragraphs 1.6 and 1.7setting forth the World Bank's policy on conflict of

interest.

4. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below from 08:00 hours to 16:00 hours, Hanoi time, starting from 14 May, 2015 (except weekends and Holidays).

5.  A complete set of bidding documents, in English language may be purchased by interested eligible bidders uponthe submission of a written application to the address below and upon payment of a non refundable fee of VND 4,200,000 or USD 200 for the whole package. The method of payment will be by cash, bank draft or check to Account No.21110370039883 (in USD) or Account No 2111000000.5367 (in VND). Swift code: BIDVVNVX211. The Northern Vietnam Power Projects Management Board – Investment and Development Bank-Hanoi Branch. The document may be sent through courier for an additional fee of 100 USD (international delivery) or 1,000,000 VND (domestic delivery). No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below on or before 09:00 hours on 25

June, 2015. Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders' designated

representatives and anyone who choose to attend at the address below on 09:00

hours on 25 June, 2015.

7. All bids must be accompanied by a Bid Security in the amount of USD56,000

(Fifty six thousand United States Dollars) or VND 1,186,000,000; or an

equivalent amount in freely convertible currency.
