TheCentral Statistical Agency (CSA) has received financing from the World Bank toward the cost of Statistics for Results (SFR) Project, and intends to apply part of the proceeds for consulting services for Developing Statistical Business Register (SBR) System.
Theconsulting services ("the Services") include but not limited to: assessing the existing registrationsystem, examining the variables in the registration systems and theirusability in the SBR, designing updating mechanisms and identifying sources of inputs for updating; and preparing a design for the softwaredeveloper. The assessment and further work should build on agreed mission and vision of CSA, which is to be a credible and recognized national statistical system for better decision making, in support of sustainable socioeconomic development.
The following shows Scope of the service
1. Assessment of ExistingConditions for the Establishment of the Business Registration System
2. Examine legislation governing the registration systems,
3. Review mechanisms for consultations between registering MDAs
4. Review the infrastructure and assess the investment needed
5. Assess the human resource needs
6. Design the SBR prototype which could be converted to software
7. Assess the Statistical production and management from the SBR
TheCSA now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: Core business and years in business; qualifications in the field of the assignment, technical and managerial organization of the firm, and general qualifications and number of key staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, Revised July 2014 "Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
