International EE Expert for Design and Development of an Energy Efficiency Fund in Kazakhstan

The Government of the Republic of Kazakhstan has received financing from the World Bank acting as Administrator ofthe Single Donor Trust Fund for the Energy Efficiency and Youth CorpsPrograms (Trust Fund), towards the cost of the Kazakhstan Energy Efficiency Project (KEEP) executed by the "Electric Power and Energy Saving Development Institute (Kazakhenergyexpertise)" JSC (EEDI) and intends to apply part of the proceeds for consulting services of an International EE Expert for Design and Development of an Energy Efficiency Fund in Kazakhstan ('the Consultant'), supported by a local consultant company.

The key objective of the Assignment is to support the Government in developing the detailed design of an EE Fund targeting in a first stage the public and industrial sectors. This will include necessary legal documents, institutional arrangements, operational documents and procedures to allow the Government to establish and implement the EE Fund by 2016. The Consultant will be supported by a local consultant company who is responsible for conducting market research, identifying legal and regulatory requirements needed to establish and operationalize the EE Fund, and coordinating stakeholder consultations.

The scope of work for this assignment includes:

Task 1 – Inception Mission and initial consultants with stakeholders

The Consultant will review existing material to gain an in-depth understanding of the local context for EE in Kazakhstan. As part of this task, the Consultant will also conduct an inception mission to meet with key stakeholdersand collect data/relevant information.

Task 2 – In-depth assessment of key issues relevant for establishing an EE Fund

As part of this task, the Consultant is expected to conduct an in-depth assessment of the technical, financial, economic, organizational, policy and legislative/regulatory framework relevant forthe establishing and designing the EE fund that serves the needs to its target markets. The findings and results of this task are expected to help the Consultant identify the key local market considerations and barriers to take into account when designing and implementing an EE Fund in Kazakhstan.

Task 3 – Develop and design EE Fund for the public and industrial sectors. Based on the outcomes of the stakeholder consultations and the decision of the MID (Ministry for Investments and Development) /EEDI, the Consultant is expected to provide specific recommendations on the design of the EE Fund, including:


Task 3.1 – Specific options/recommendations for structuring the EE Fund;

Task 3.2 – Organizational structure of the EE Fund;

Task 3.3 – Legal and operational documents for the selected financing mechanisms.

The Consultant is expected to guide and supervise the work of the local consultant company. Both the consultant and the local firm will report to EEDI. EEDIand MID will facilitate access to data, Government's documents and materials and support additional data requests by the Consultant.

The expected duration of the assignment is 7 months.

"Electric Power and Energy Saving Development Institute (Kazakhenergyexpertise)" JSC now invites eligible Consultants to indicate their interest in providing the Services.Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform these Services.

The short-listing criteria are:

· Master's degree or higher in economics, engineering or related field;

·  At least 15 years of relevant international work experience in the EE area;

·  International experience with developing and designing EE financing mechanisms targeting public and industrial sectors.

· Specific experience in designing EE Funds is considered a significant advantage.


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits& Grants] by World Bank Borrowers (January 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with Individual Consultants Selection (IC) method set out in the Consultant Guidelines.
