REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTING SERVICES
NAME OF ASSIGNMENT: DESIGN AND IMPLEMENTATION OF PROCUREMENT CAPACITY BUILDING AND PROFESSIONALIZATION IN VIETNAM

The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Project Preparation Technical Assistance Facility Project (PPTAF) and intends to apply part of the proceeds for consulting services in Procurement Capacity Building and Professionalization.
The objective of this assignment is to strengthen national public procurement training system at all levels of public administration in Vietnam by training of a critical mass of procurement professionals fully conversant with the provisions of Public Procurement Law and capable of supportingand sustaining good procurement practices at national level.
The consulting services ("the Services") which may be implemented in two stages include the following activities:
STAGE 1
a) Developing sets of public procurement training materials (in English and Vietnamese) consistent with agreed curriculum and based on harmonized course standards. Activities under this component of the assignment willfocus on:
· Development of a Public Procurement Profession Skills and Competency Framework that should set out the skills, new behaviors and competencies which Civil Service procurement professionals should demonstrate in delivering highly efficient, dynamic and professional procurement operations.
· Development of tailor–made national training materials to respond to the needs of the Republic of Vietnam context, consisting of several core modules covering the overall spectrum of competencies of the procurement cycle and Procurement Competency Framework to be developed by the consultant.
· Development of monitoring and evaluation methodology to assess return of investment in civil servants training through evaluation of training impact on individual and organizational effectiveness and improvement in the satisfaction level of citizens.
· Development of web-based Public Procurement Distance Learning/Training (DL) platform and related DL training materials for basic procurement training. The PPA needs to take the lead to ensure that institutions make available training courses/material through an E‐Learning Portal as well as through the more conventional modes of distance learning.
· Assessing Training Institutions to deliver proposed Training: Supporting PPA to assess and/or accredit identified training institutes to deliver the proposed procurement training at different levels.
b) Formation of a core group of Public Procurement Trainers and delivery of "Training of Trainers" programme (TOT). Implementation of a TOT program to focus on Strengthening the potential trainers' understanding of the training curricular, Upgrading the participants' training delivery skills; Guidance for customization of the modules for specific sector needs and Internet-based distance learning.
STAGE 2:
a) Facilitating SMEs Participation in Public and IFI-funded Procurement: The main tasks to be undertaken by the consultant include the following among others:
Ø Based on provisions of the existing procurement regulations and practices, develop "Code of Best Practices" for public procurement entities in Vietnamaimed at structuring procurement processes in a manner that facilitates participation of SMEs in public procurement.
Ø Develop set of presentation materials for monthly "Business Opportunity Seminar" on Public and IFI-funded Procurement.
Ø Develop set of training modules for SMEs and conduct 10 pilot training workshops "Competing for Government and IFI ProcurementOpportunities"
b) Professionalizing Public Procurement function which may include:
ü Conducting intensive public procurement training workshopsfor different categories of government officials at basic, advanced and professional levels.
ü Implementing obligatory on-line Distance Learning training on public procurement for all newly appointed public procurement officers and junior procurement staff.
ü Design and implementation of post-graduate, university education in Public Procurement. This multi-disciplinary training, including but not limited to Master's degree shall explore legal, institutional, managerial and economic pillars of public procurement management.
c) Assess the needs for training equipment in selected training organizations by evaluating the need for modern training equipment of two selected pilot training organizations. Prepare list of training and office equipment, software, public procurement literature and draft technical specifications.
The PPTAF Project Coordination Unit now invites eligible consultingfirms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstratingthat they have the required qualifications and relevant experience toperform the Services.
The shortlisting criteria are: General experience in designing of capacity building programs and development of training curriculum and implementation of same; Specific experience in similar assignments undertaken in the following areas: on designing of capacity building and professionalization of public procurement functions for civil service in developing countries,development of curricula and training materials and conduct of training on public procurement; Experience in working in similar environment; Availability of relevant and appropriate skills within firm.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loansand IDA Credits & Grants by World Bank Borrowers [January 2011] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants are encouraged to associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A consultant will be selected in accordance with the CQS procedures set out in the World Bank'sGuidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants byWorld Bank Borrowers (January 2011).
