NAME OF PROJECT: Technical Assistance Project for Institutional Strengthening of Rural Electrification Program (TAPP) of BREB under Rural Electricity Transmission and Distribution (T&D) project of IDA (Credit No.: 5381 BD).

The Bangladesh Rural Electrification Board (BREB) has received financing from the World Bank toward the cost for Institutional Strengthening of Rural Electrification Program of BREB under the Rural Electricity Transmission and Distribution (T & D) Project of IDA, and intends to apply part of the proceeds for consulting services.
- The consulting services ("the Services") include Consultancy services for study, planning and improvement of BREB/PBS distribution systems by (a) Review and update the existing methodology/software used for Computing SAIDI & SAIFI (b) Improved/automated data acquisition and control, and (c) Improved network protection
- The consultant will develop enhanced data acquisitionand control systems for improvement of system reliability and operational performance, System Control and Data Acquisition (SCADA) system and will improve to the distribution network protection systems. The consultant will collect, accumulate and coordinate the related data and information necessary for consulting services of SAIDI & SAIFI from PGCB, BPDB, PBSs & other organizations as required.
The Consultant will also coordinate closely with the "Survey, planning, Design and Supervision Local Consultants" of the individual PBSs (Palli Bidyut Samity). Duration of the contract will be for two (02) years.
The interested firms may collect the "Terms of Reference (ToR) from the address mentioned below during office hours (9:00 to 17.00 hours BST) from 17/09/15 & up to 28/10/15. It is also available on the BREB website (http://www.reb.gov.bd) and CPTU website (http://www.cptu.gov.bd).
The Bangladesh Rural Electrification Board (BREB) is now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
(a) General experience of the Firm(s);
(b) Experience in similar projects of compatible size, complexity and technical specialty in the required area;
(c) Financial Soundness of the firm; and
(d) Staffing and logistics of the firm.
(e) Whileindicating information relating to (b), it shall be made clear whether responsibility of the firm was in capacity of a principal firm (leadpartner) or as an associated firm (sub-consultant/JV partner).
Consultants are requested to submit the following supportingdocuments against the above mentioned criteria:
(a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm's brochure; (d) Audited financial reports for last three years; (e) serviceexperience record (including nature, total cost, total input in termsof man month, employer, location of service etc.)
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultantsunder IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Consultant will clearly mention the form of the association in the EOI, i.e. joint venture or sub-consultancy.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
