Contract Title: Procurement of Portable Meter Testers and Meter Test Bench

1. The Electricité Du Laos has received financing from the World Bank toward the cost of the Power Grid Improvement Project and intends to apply part of the proceeds toward payments under the contract EDL/PGI/G-06 for the Procurement of Portable Meter Testers and Meters Test Bench
2. The ElectricitéDu Laos now invites sealed bids from eligible bidders for the supply of Single Phase Portable Watt-hour meter tester (24 Sets), Three Phase Portable Watt hour meter tester (24 Sets) and Kilowatt-hours Meter Test Bench with Isolating Current Transformer (2 Units) to Electricity Du Laos Vientiane. Within three (03) months after signing the contract

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers ("Procurement Guidelines") dated January 2011, revised July 2014, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
4. Interested eligible bidders may obtain further information from EDL (Managing Director, E-mail: edlgmo@laotel.com, khamphiou2@hotmail.com and inspect the Bidding Documents at the address No.2 given below from08.00 AM to 12.00 AM and 01.00 PM to 04.30 PM, Monday to Friday.
5. A complete set of Bidding Documents in the English language may be purchased by interested bidders on the submission of a written Application to the address No.2 below and upon payment of a nonrefundable fee of US$ 50 (Fifty US dollars only). The method of payment will be cash or bank draft drawn on a Bank within Lao PDR, In case the bidders are from within Lao PDR, the bidding documents can be secured fromthe address below while for those outside the country the bidding documents by courier if so requested, upon confirmation of payment to include courier fee of US$ 50.
6. Bids must be delivered to the address No.1 below at or before 02:00 PM local time on 03 December 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at address No. 2 below at 02:15 PM local time on 03 December 2015. All bids must be accompanied by a Bid Security as specified in the Bidding Documents (clause ITB 21.2).
