EXPRESSIONS OFINTEREST
The STATE OF ESPÍRITO SANTO, through the ESPÍRITO SANTO WATER AND SANITATION COMPANY – CESAN has received a financing from the International Bank for Reconstruction and Development - IBRD (World Bank) through the Loan Agreement No. IBRD 8353-BR, toward the cost of the Espírito Santo Integrated Sustainable Water Management Project (Gestão Integrada de Águas e Paisagens), and intends to apply part of the proceeds to hire consultingservices as following summarized description:
The services include: SUPERVISION, INSPECTION AND TECHNICAL ASSISTANCE INCLUDING SOCIAL AND ENVIRONMENTALSERVICES NEEDED FOR CONSTRUCTION AND REHABILITATION OF WASTEWATER COLLECTION AND TREATMENT PLANTS IN NINE (9) MUNICIPALITIES IN THE INTERIOR OF THE STATE: IBATIBA, DORES DO RIO PRETO, IÚNA, IRUPÍ, CONCEIÇÃO DOCASTELO, DIVINO DE SÃO LOURENÇO, MARECHAL FLORIANO, SANTA LEOPOLDINA E SANTA MARIA DE JETIBÁ.
Project's Management Committee, through its Executive Secretariat, the State Secretariat of Government,and the Companhia Espírito Santense de Saneamento, the Espirito Santo State Water Supply and Sanitation company, invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating thatthey are qualified to perform the services. The shortlist criteria are: relevant experience in services involving similar works, experiencein supervision services provided for projects financed by international organizations such as Multilateral Development Banks; overall stafforganization; availability of appropriate skills among staff; availability of office and technical equipment; information systems.
Consultants shall provide information mainly highlighting their relevant experience in services involving supervision of similar works and is highly recommended to inform: list of performed contracts (withinformation on time of conclusion and involved amount), list of clients; description of the works and scope of the performed services, staff organization applied in respective contracts; description of similar assignments.
The consultants' support documentation/information can be submitted in the form of brochures, portfolios, folders, etc. Consultants may associate with other firms in the form of a joint venture (consortium) or a subconsultancy toenhance their qualifications.
Aconsultant will be selected in accordance with the procedures set outin the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (dated January 2011 and reviewed in July 2014) by the Quality- And Cost-Based Selection (QCBS) method, available on the site www.worldbank.org/procurement.
The attention of interested Consultants is drawn to paragraph 1.9of the World Bank's Consultant Guidelines, setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a jointventure (consortium) or a subconsultancy to enhance their qualifications.
Interested consultants may obtain further information at the address below, Monday to Friday, from 8:00 am to 12:00 am and from 1:00 pm to 5:00 pm. The Expression of Interest Letter and support documentation must be delivered in a written form (in person, or by courier, or by mail, or by fax) properly identified to the address indicated below, until 5 pm of until February 1, 2016:
