This Request for Expression of Interests follows the General Procurement Notice for this Project that appeared in UN Development Business on March 12, 2015.
The Republic of Armenia has received a SREP Grant from the Climate Investment Funds Scaling-up Renewable Energy Program in Low Income Countries (SREP) (administered by the International Bank for Reconstruction and Development (IBRD) toward the cost of the Geothermal Exploratory Drilling Project, and intends to apply part of the proceeds for consulting services. The Project is implemented by the Armenia Renewable Resources and Energy Efficiency Fund (Client).
The consulting services ("the Services") include: Objective
The Client is looking for a Technical Supervision and Support Consultant (TSSC) to provide technical supervision of the drilling operation; review of the results and findings of well logging, mud logging, flow testing, and chemical analyses of cuttings, onsite geology; as well as provision of other technical advice and support related to the assignment, including evaluation of bids for drillingcontractor and other specialty contracts. Given the lack of relevant geothermal expertise in Armenia, the R2E2 Fund will hire a TSSC (specializing in management of geothermal drilling projects) to provide the necessary technical, coordination and project implementation support that is required to execute a timely and cost-effective drilling operation. Scope of work
The scope of the present assignment is limited to Phase I of the Geothermal Exploratory Drilling Project (GEDP). This will include drilling of one or two slim wells (with liner diameter of 3 ½ inches) to a depth of 1,200-1,500 meters at the Karkar geothermal site in order to confirm the nature of the low resistivity layer located at 500-1,000 meters and to measure the temperature just below it. The decision on whether to drill the second slim well will be made after drillingthe first one and will depend on whether or not the information obtained from the first well is conclusive regarding the nature of the geothermal resource. The coordinates of the two slim wells were determinedthrough field investigations works. Details will be provided in TOR.
The TSSC geothermal technical team will assist the Client through the duration of Phase I of the GEDP. The consultant should be available from early-mid February. Drilling is expected to take place in the period of June-September 2016. The TSSC will need to have a team of experts available. This includes an on-site drilling supervisor, a reservoir engineer with experience in well testing, a borehole geologist and a geochemist. The TSSC will provide overall program coordination andtechnical management of the drilling operations and interpretations of well investigations and well testing. The TSSC will help to manage the Drilling Service Company (DSC) contract and any additional contracts for well testing and logging.
The Armenia Renewable Resources and Energy Efficiency Fund now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The selection criteria are:
· Experience in supervision of geothermal drilling projects and well testing in the last 10 years (max 45 points)
· Experience in geothermal drilling and well testing and interpretation of data collected during drilling and testing in the last 10 years (max 45 points)
· Relevant professional experience of working in Armenia (max 10 points)
The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, Revised July 2014. ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Consultant Guidelines.
