The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank to improve the transport system in the city of Addis Ababa. The Addis Ababa City Road and Transport Bureau (AACRTB) represented by the Addis Ababa City Roads Authority (AACRA) would like to allocate part of the proceeds towards the cost of consultancy service for Strategic Comprehensive Transport Development Plan (SCTDP).
The general objective of this study is to develop an evidence-based strategic comprehensive Transport Development Plan for Addis Ababa City in the defined planning horizon (2030) that is socially, economically, financially and technically feasible, and environmentally sustainable. It aims to identify existing and future transport conditions and investment needs, set transport visions and goals for the city, review and refine transport network and land use from the AACMP, identify the necessary policy and infrastructure interventions, and prepare strategic implementation plan.
This study should address all sub-sectors of the city’s transport system, including transport governance and institutions, road development, traffic management, public transport, parking management, freight transport, freight and public transport terminals and facilities, non-motorized transport, and integration of different modes of transport.
Generally, the following majortasks are the responsibilities of the consultant in developing Strategic Comprehensive Transport Development Plan (SCTDP):-
- Assess the performance of existing transport systems and identify weakness and gaps in meeting today’s travel needs,
- Develop a transport vision statement and goals for Addis Ababa to guide the formulation of interventions,
- Assess the performance of the planned (AACMP) and propose refinements of transport networks and land use plans,
- Identify interventions to reach the vision and strategies to bring the transport system to acceptable level of service,
- Prioritize transport actions and investment planning and ensure the city act on the critical problems which will maximize returns,
- Promote sustainable transport systems, develop public transport, improve traffic safety, and improve non-motorized transport,
- Develop the knowledge and capacity of the AACRTB in transport planning, analysis, and modelling,
- Supportthe country’s commitment in promoting environmentally sustainable development by implementing environmental friendly transport solutions.
- To develop Transport Demand Model Based on forecasted land use and economic trajectory of the city and indicate alternative transport supply options.
The consultant should develop technical approaches to the defined tasks in the scope and propose sequencing of task execution. The comprehensive nature of the eight (8)major tasks requires careful structuring of the task sequence and consideration of the interplay between Tasks. In addition the consultant is expected to work together with other similar assignment to ensure integration, alignment and consistency with other related consultancy assignment such as Traffic management and ITS project, Bus optimization and ACBSC management Project.
The expected time of commencement of these assignments will be July, 2018.
Duration of the services: 24 Months
Addis Ababa City Roads Authority (AACRA) now invites eligible consulting firms ("Consultants") to express their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience on Public Transport plan, Transport Development plan and management, capacity building in transport planning.
Firms may include any relevant information that may indicate their experience and relevance for the job. This may include: Core business, years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, number of key staffs, availability of appropriate skills among staff, general qualification etc.).
The following criteria will be used to assess the Expression of Interest documents;
- Core business and years in business:The consultant should have experience in Public Transport Planning, Public transport development planning, Public transport management or similar business objectives and have general experience in any types of consultancy services.
- Specific Experience in Preparation of Transport Network and land use plans, Travel demand forecasting and experience in developing travel demand forecasting model, Preparation of user manual for travel demand forecasting model or other related models, preparation of Transport Development Plan, Preparation of financial assessment related to Transport development plan, preparation of implementation plan and strategies related to Transport development plan and experience in giving Training related planning, analysis and modeling.
- Technical capability and managerial organization of the firm.
- General qualifications and number of key staff as well as availability of appropriate skills among staff necessary for successful implementation of the assignment (no need to provide CVs).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) "Consultant Guidelines", setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Expression of Interest should clearly specify the type of relationship the consultants propose to establish.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) "Consultant Guidelines" through a Quality and Cost Based Selection (QCBS).
