Clarification #2
The following clarification is issued in connection to bidding document for Supply and Installation of Video Conference for DAB Head office under reference no. DAB/97/FSRRP/ICB/G-26.
Question # 1: Its brand specific RFP and no other vendor can participate; you are kindly requested to neutralize or make them generic so that all vendors can participate?
Clarification 1: It is not Cisco Oriented. The specifications are generic and not brand specific. Please refer to page # 53 at end of table #2 and page # 56 at end of table # 1 (Technical Specification) of bid document. It is clearly mentioned that “The above requirement is a sample requirement vendor can offer a better well-known solution.” It obviously means that the specifications are generic and vender may offer even a better solution. The specifications provided therein explain our requirement and prospective bidders’ offer need be aligned or even better than the one specified in the bid document.
Question # 2:Is this mandatory for overseas bidder to register himself before the bid submission?
Clarification 2: NO,it’s not mandatory.
Question # 3: As a bidder, we are not qualifying to bid; can we bid with the supporting qualifying documents from the supplier?
Clarification 3: If you are not qualified, you are not eligible to bid. If you are a distributor or agency, in that case you have to provide authorization from the manufacturer whose products you intend to offer.
Question # 4: Indian bank refusing to issue the bank bid guarantee, Can we make the same from your Bank at Kabul against cash payment? any other Option please?
Clarification 4: No, not from our bank. It is not acceptable in cash payment as Bank guarantee. Bank Guarantee may even be provided from any recognized bank in any country and in Kabul, Afghanistan.
It is mentioned in the bid document that:
BidSecurity of the amount in USD, or an equivalent amount in a freely convertible currency.
Question # 5: Is there any tender purchase cost?
Clarification #5: No. Tender document is free of cost.
Question # 6: Please confirm that the required items have any specific brand/make to propose OR bidder has option to quote any reputed make or brand?
Clarification 6: Please refer to clarification No.1 above.
Question # 7:We again request you to kindly extend the closing deadline of 2nd Jan'19?
Clarification 7:The bid submission deadline is extended to 28 January 2019. For further clarification, please refer to ITB No. 22.1 in above table.
Question # 8: Can we establish a JV partnership with another firm in order to meet the requirements of this project? If so, is it okay if we submit 2 different financial statements (one for our firm and one for our partner)? Also, is the bid security needs to be in the name of JV partners, or in the name of one party?
Clarification 8: Yes you can establish JV partnership for this project. Please consider below points.
- Bid Security in the form of bank guarantee could be provided under one name preferably leading company;
- Financial Statement under JV shall be provided separately. For leading company 75% and partner company 25%. Same to this should be considered in having similar working experience.
Question # 9:In the bid document (Services Section), it is mentioned that the bid shall provide a one year after sale service plus 3 year warranty and in the tender notice (p.g 2), it says that During the warranty period the bidder shall provide free onsite service and routine maintenance for all equipment at no extra cost.
Is this mean that all the hardware and software will have a one year guarantee and three years of support services with no guarantee for hardware and software after the first year? Please elaborate on this.
Clarification 9:All the hardware and software should be with one year after sale services ( Which should cover the configuration assistance,device upgrade and technical support) plus three years warranty. During the warranty period all hardware and software under full guarantee. Bidders will consider all associate costs for warranty and after sale services period in their offer.
Question # 10: In below BOQ you have mentioned the system should host up to 96 HD Video Attendee, while on line item # 2, it is mentioned that 35 Concurrent Calls could be done. what do you mean by 96 Attendee ? and 35 Concurrent Calls? as per my understanding your requirement is 35 Concurrent Calls (Calls at same time) in a virtual meeting room, while 96 Participants can be register on the system. Am i Right?
Clarification 10:Yes,you are right. For further clarification please refer to technical requirement on page 54 -56 of the bidding documents.
Question# 11: You need 96 Parties calling at same time in multiple virtual meeting rooms?
Clarification 11:Please refer to clarification No.10 above.
Question#12:If 35 concurrent calls will be there, will these be in multiple meetings or in ONE single meeting?
Clarification12:Yes, 35 concurrent calls will be will be both in multiple meetings and as well as in ONE single meeting.
Question # 13:You have asked 96 HD Attendee, what resolution of HD you need HD 720p or HD1080p? there would be double price difference between HD720p and HD1080p
Clarification 13:As our technical requirementstipulated in the bidding documents are generic and sample requirement , bidders can quote latest models meeting our technical requirement indicated on page 54 -56 of the bidding documents.
Question # 14: In your DAB HQ you have asked for ROOM KIT PLUS with Quad Cam, and 65" Display....
first the asked camera is Cisco Spark Room Kit Plus with Codec Plus, Quad Camera & Touch 10
this is fix camera, while we will be proposing you PTZ Camera, hopefully this would not matter in compliance. The Display you asked for 65", commonly available displays are of 60" or 70" why only 65" are asked? Can we quote 60" display?
Clarification14:As our technical equirement stipulated in the bidding documents are generic and sample requirement ,bidders can quoteany model between 65" to 70" meeting our technical requirement indicated on page 54 -56 of the bidding documents.
Question #15:Currently what software, bank is using for other ends, if there is no VC software then it is easy to make a fresh VC solution.
Clarification#15:We are not using any VC software, bidders may quote for a fresh new VC solution. For further clarification and information please refer to technical requirement indicated on page 54 -56 of the bidding documents.
Question#16:We are not getting response from www.mof.gov.af in regards of applicable Import duty as well local Taxes, if any? Please clarify what rate of custom import duty and local taxes has to be considered
to calculate to prepare our bid proposal.
Clarification#16:The rates for custom import duty and local taxes are applicable as follow.
- Local taxes: Companies registered in Afghanistan 2%. Companies not registered in Afghanistan 7%.
- Custom import duty: Please refer to custom law available at http://mof.gov.af/en/page/14344/laws.

Supply and Installation of Video Conferencing Equipment for DAB Head Office Ref# DAB/97/ICB/G-26.
- The Da Afghanistan Bank, Government of Islamic Republic of Afghanistan has received a grant from the International Development Association (IDA) (hereinafter called “Grant”) toward the cost of Financial Sector Rapid Response Project (FSRRP) and it intends to apply part of the proceeds of this Grant to payments under the agreement(s) resulting from this IFB: supply and installation of Video Conferencing Equipments for DAB.
- The DA Afghanistan Bank now invites sealed bids from eligible and qualified bidders for the above contract.
- Bidding will be conducted through the International Competitive Bidding (ICB) a procedure specified in the World Bank’s Guidelines: Procurement Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

- Qualifications requirements include
- Financial Capability:the Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
- Annual turnover within last Five years in excess of USD 420,000.00
- The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments, which will include their ability to perform the contract of magnitude equivalent to the quoted price.
- Experience:The Bidder shall furnish documentary evidence to demonstrate that it has executed and meets the following experience requirement(s):
- Submission of copy of one signed contract of similar nature and magnitude within the last 5 years for the amount of in excess of 175,000.00 USD.
- Technical Criteria: The Bidder shall furnish documentary evidence to demonstrate that it meets the following technical requirement(s):
- Manufacturer’s authorization
- Warranty: Three years’ warranty from the date of delivery.
During the warranty period the bidder shall provide free onsite service and routine maintenance for all equipment at no extra cost;
- Spare parts and After Sales Service Support. As per specified in Section 2, ITB. 16.4 and ITB.17.2b
