Assignment Title: Design of Teachers Policy and Strategy Framework

On December 5, 2017, the Government of Jordan received a US$200 million loan from the World Bank for the Jordan’s Education Reform Support Program-for-Results (PforR). This Program, which fully supports the Government of Jordan’s National Strategy for Human Resources Development (NSHRD) and the five-year National Education Sector Plan (NESP) and seeks to: (a) increase KG2 capacity and enrolment while exploring innovative financing approaches to Early Childhood Education (ECE), (b) improve the provision of basic and secondary education services to all Jordanian and non‐Jordanian children,  (c)  improve  the  quality  of  education  through  the  professionalization of  the  teaching profession, curriculum reform, rationalization of schools, and revision of national student assessment systems, including the Tawjihi, and (d) strengthen governance throughout the system.

The consulting services (“the Services”) include designing policies and procedures for teachers' professional development and management. This objective is expected to be achieved through the following two components: (1) Design of teachers’ continuous professional development (CPD) policies and procedures; Review and update National Teachers’ Standards for school leaders; Design of the professional development policy and curricula framework; (2) Teachers Management; Develop a teacher evaluation policy; Design relevant system, methodologies, and tools needed to implement the evaluation policy in alignment with the National Teachers Standards.

The Ministry of Education (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (1) consulting firm qualifications and past experience in working with governments to design and implement teacher policy reforms, preferably in Arab and/or middle-income countries similar to Jordan, (2) relevant design experience in at least two countries, (3) relevant implementation experience in at least one country. At the short-listing stage individual experts’ bio data or CV are not required.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

Only short-listed consultants will be subsequently asked to submit their technical and financial proposals as per templates of the Request For Proposals.

The Consultant will be selected in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method as set in the “Procurement Regulations”.
