1. The Government of Uganda (GoU) has received financing from the International Development Association (IDA) of the World Bank towards the cost of Uganda Energy for Rural Transformation Phase III (ERT III), and it intends to apply part of the proceeds to payments under the contract for procurement of Plant, Design, Supply, And Installation Of Works For The Construction Of The 33kv Medium Voltage Power Lines And Associated LV Networks For the ERT III grid extension projects under Package E Structured In Two Lots;
Lot 1E: Ngeta – Ayala – Alito- Ogur -Aloi – Adwari–Patongo (102.4km) - Line 20 and
Lot 2E: Dokolo - Agwata HCIII, Aceng - Dokolo - Atru, Dokolo - Apapai - Tiriri &
Otuboi - Orungo - Acuna (95.5km) - Line 21
2. The Rural Electrification Agency (REA) now invites sealed bids from eligible bidders for Plant, Design, Supply, And Installation Of Works For The Construction Of The 33kV Medium Voltage Power Lines And Associated LV Networks For the ERT III grid extension projects under Package E “Bidders may bid for one or several lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
3. The Time for Completion of the whole of the Facilities shall be 24 calendar months from the Effective Date as described in the Contract Agreement. This is applicable to both Lots
5. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, Revised July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
6. Interested eligible bidders may obtain further information from The Rural Electrification Agency, ERTIII Procurement Specialist, Email: procurement@rea.or.ug and inspect the bidding documents during office hours, i.e. 08:00 a.m. to 16:00 p.m. (local time), Monday to Friday excluding public holidays at the address given below.
7. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Uganda Shillings 300,000/= (Three Hundred Thousand Shillings Only). For purchase of the bid documents, please register payment on URA website as follows; eservices > payment registration (select DT) > Tax head (select Other NTR) > details of NTR payments (select Rural Electrification Agency) > Department (select Procurement and Administration) > Sub Category (select Sale of Bid Document) > Assessment date (insert date of Purchase of bid document) > fees calculation ( Insert amount for Payment). 8. Bids must be delivered to the address below on or before 4th February 2020 Time: 11:00 am (local time). Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 4th February 2020 at 11:05 am (local time). All bids must be accompanied by a Bid Security in form of an unconditional bank guarantee as follows:
LOT 1E: United States Dollars Forty Eight Thousand Only (USD 48,000) or the equivalent in other freely convertible currency and
LOT 2E: United States Dollars Fifty Thousand Only (USD 50,000) or the equivalent in other freely convertible currency.
