  1. The Government of the Republic of Sierra Leone has received financing from the World Bank toward the cost of the Energy Sector Utility Reform Project Additional Financing (ESURP AF) and intends to apply part of the proceeds toward payments under the Contracts for Supply and Installation of 33kV Sub-transmission Lines and 33/11kV Primary Substations (Lot 1-2). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”
  2. The Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for Supply and Installation of 33kV Sub-transmission Lines and 33/11kV Primary Substations (Lot 1-2) as summarized in the tables below for each lot.

  1. Bidders must have successfully completed at least two (2) similar transmission line works done within the last five (5) years, of similar nature and complexity, each with a value of at least US$7.6 million for Lot 1 and US$6.8 million for Lot 2. At least one of the contracts must have been carried out in a developing country with conditions similar to Sierra Leone. For a Joint Venture, the Partners should collectively meet this specific experience provided each joint venture Partner has had relevant experience in the component contract it is designated to perform.
  2. Minimum average annual turnover of US$14.6 million for Lot 1 and US$14.3 million for Lot 2, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
  3. Financial Reports i.e. Profit and Loss, Balance Sheets, Auditors Report for 2016, 2017 and 2018 demonstrate the current soundness of the bidder’s financial position.
  4. Additional qualification details are provided in the Bidding Documents.   
  1. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.
  2. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July, 2016 revised November 2017 and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Electricity Distribution and Supply Authority (EDSA), Attn:  Emmanuel Ozigbo, E-mail: ozigboemmanu@gmail.com and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.

  1. Pre-bid meeting would be held at Electricity Distribution and Supply Authority Head Office, 5A High Broad Street, Freetown, Sierra Leone on 13th January 2020, 10:00 GMT (Freetown time)
  2. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLL 1,200,000 (Two Million Leones) or USD 120 (Two Hundred United States Dollars). The method of payment will be by Bankers Check in favor of Electricity Distribution and Supply Authority or paid in cash to the Chief Accountant Officer, 1st Floor, EDSA Murray Town or alternatively, a direct payment into EDSA Account No: 201/3127151/1/1/0, (Swift Code No. GTBISLFR) held with Guaranty Trust Bank SL Limited and submitting the payment advice as evidence to collect the Bidding Documents. An additional amount will be charged for deliveries by courier.
  3. Bids must be delivered to the address below on or before 12:00 Noon (Freetown Local Time), 24th February 2020. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on or before 12:15 p.m. (Freetown Local Time),24th February 2020.
  4. All Bids must be accompanied by Bid Security of:

              US$190,000.00 for Lot 1

           US$170,000.00 for Lot 2
